Six years and Rs 53,206.29 crore later, it has been able to complete just 12 of the projected 86 irrigation related projects. The utter chaos in the irrigation department with regard to clearances, land acquisition, and project design have delayed and derailed several projects. The 12 irrigation projects completed so far have covered just 3.20 lakh additional acres when the programme envisaged an area under irrigation of one crore acres. Twenty projects are only partially complete so water cannot be released to farmers yet. The government has reworked the schedule of several projects and given 39 projects top priority. Farmers from all three regions of the state are unhappy at the lack of progress in the last six years. The Polavaram project in Andhra and the Pranahita-Chevella project in Telangana have faced huge delays. In a recent meeting with the chief secretary and state officials, the Planning Commission expressed its concern at the steep rise in the cost of several projects. The original cost of the Jalayagnam programme was pegged at Rs 40,000 crore, which has escalated to Rs 1.4 lakh crore. Opposition parties have criticised the handling of the project. The Telugu Desam leaders on Monday took a cue from Congress leaders alleging corruption in Jalayagnam and demanded a judicial probe into the allegations. Senior Congress leaders like Mr Palvai Govardhan Reddy had alleged corruption in the Jalayagnam programme. |
