DHARMABAD/HYDERABAD: TDP president N Chandrababu Naidu's presence in Maharashtra continued to keep the two states on tenterhooks with the former chief minister on Monday refusing to return to his home state until he was allowed to inspect the work on the Babli barrage.

In detention at the ITI campus in Dharmabad since Saturday after he crossed over into Maharashtra from the Nizamabad border, the judicial custody of Naidu and 56 other party leaders including MLAs was extended till July 26 by chief judicial magistrate Deepak Mata after Naidu and his company once again refused to be released on bail. All the leaders sat on a day-long hunger strike and refused an offer of medical examination by the officials.

With the Maharashtra government too vowing not to allow Naidu to inspect the Babli work at any cost, it now remains to be seen whether the Centre will intervene in the issue or wait for either one to blink first. "It is now an issue of Telugu Atmagouravam (Telugu pride). We shall lay down our lives if required to protect the interests of the state but we shall never seek bail," Naidu told the magistrate before the extension of the judicial remand. Naidu and the other TDP leaders were then shifted to Aurangabad jail under heavy police escort.

Finding himself a spectator as the drama enacted by Naidu continued to unfold on the border, chief minister K Rosaiah urged the TDP leader to call off his Babli yatra. The CM also assured that his Maharashtra counterpart Ashok Chavan had confirmed that he would be present during their meeting with Prime Minister Manmohan Singh on July 23 to sort out the Babli issue.

Addressing a press conference after an emergency meeting of the state cabinet on Monday, Rosaiah urged Naidu not to precipitate matters and participate in the all-party meeting with the Prime Minister.

The CM also admitted that Naidu has succeeded in drawing the attention of both the Centre and Maharashtra government on the seriousness of the issue.

Rosaiah's call to Chavan to allow Naidu to inspect Babli barrage was turned down while Congress president Sonia Gandhi told the CM to wait for the all-party meeting on the issue.

The presence of Naidu on Maharasthra soil for the third consecutive day on Monday on the grounds that the neighbouring state was carrying out illegal additions to the Babli barrage and thus depriving AP of its due share of water is spreading unrest on both sides of the border. Political parties in Maharashtra staged protests on Monday outside the Dharmabad ITI campus where Naidu was lodged, and have called for a Nanded district bandh on Tuesday.

In Andhra Pradesh, a hartal called by the TDP on Monday was peaceful and total across the state with educational institutions completely closed and business establishments downing shutters to a large extent. Road and rail services were greatly disrupted in the districts.
