A major scam has been unearthed in the rural electrification project in Jharkhand. The Chairman of the Jharkhand State Electricity Board (JSEB), Shiv Basant, has recommended a CBI probe into the huge financial irregularities committed by a Hyderabad-based company that has been awarded a multi-crore contract for rural electrification.

The State Urban Development Department has also sought clearance from different investigating agencies of the Union Government about the credentials of the company before it starts awarding jobs to the firm in other sectors.

Smelling a rat in the 90 per cent advance payment of the total cost to Hyderabad-based company IVRCL for the execution of rural electrification work in 2,281 villages of three districts of Jharkhand, the JSEB chairman wrote to the energy secretary, sending also a copy to the Governor and his advisers — since the State is under President's Rule at present — on July 10. The chairman asked for a thorough probe into the matter either by the CBI or Vigilance.

The chairman has cast aspersions on the role of JSEB officials, too, by alleging that the advance payment was made to the company in connivance with the power board officials.

He has pointed out that the Telecommunication Consultants India Limited (TCIL), entrusted with the task of third party inspection, had also made an adverse remark in its report on the performance of IVRCL. While inspecting 842 villages on the basis of drawings submitted to it by the company, the TCIL had reportedly found the job of the company unsatisfactory. The inspection report revealed that only poles had been erected, but conductors had not been installed.

The chairman has asked the Government to summon the chairman-•••-managing director of the company within a week and ask for explanation into the lapses.

The Rs 418-crore rural electrification project was awarded to IVRCL of Hyderabad under the Rajiv Gandhi Gramin Vidhutikaran Yojana. The company was meant to execute the job in 2,281 villages of Latehar, Daltonganj and Garwah districts of Jharkhand. Interestingly, an advance of Rs 391.7 crore was made against material supplies presumably in connivance with JSEB officials. As per the job contract, the company is also supposed to complete the 220 KV Lohardaga-Latehar and Latehar-Daltonganj transmission line by November 15.

Meanwhile, Secretary to the Urban Development Department PK Jajoria is said to have sought clearance from the Income Tax Department and Enforcement Directorate about IVRCL. The Secretary has asked the investigating agencies to provide details of cases pending with them against the company since the company has also competed the bidding for the work of the Water Supply Project of Ranchi city to the tune of Rs 250 crore and the department is supposed to pay 10 per cent of the total cost of the project (Rs 25 crore) to the company as an advance against the job.

Sources in the Income Tax Department and Enforcement Directorate, which have been investigating the multi-crore scam by former Chief Minister Madhu Koda and his associates, confirmed that details about the company had been made available to the State Government recently. Sources said that the investigating agencies had suggested to the State Government to withhold the advance payment and go through the antecedents of the company before going for its services for the water supply project. Sources in investigating agencies claim that they have documentary evidence of underhand dealings between conduits of Koda and the company to procure the job.

Earlier, the department had also asked the Finance Department for withholding payment of the advance amount unless the clearance from the investigating agencies was obtained. However, the Finance Department released the amount with the contention that the power of awarding contracts to a company was entirely vested in the department concerned and it (Finance Department) had nothing to do with the matters pertaining to ascertain the credentials of the company that was awarded the job as such. The provision for payment of 10 per cent advance had been laid down in the agreement and the company was entitled to get the advance payment after being short-listed for the job, the Finance Department argued.

The company has been awarded the work of water supply project of Ranchi city under the Central Government's scheme of Jawaharlal Nehru National Urban Renewal Mission to be carried out in Ranchi, Jamshedpur and Dhanbad.

However, the company is said to have asked the Jharkhand Government to verify its credentials with other States where it has carried out big mutli-crore contracts.
