Hyderabad: They were purchased either in bulk, or in the case of last year, not at all. A stock-checking by minister for libraries M Hanumantha Rao recently led to some amazing revelations about the condition of libraries in the state. For several years, officials in-charge of purchasing books to be stocked in the various state, city and district libraries gave a go-by to quality and were actually buying the books by the kilos from the second-hand pavement shops in Delhi’s Darya Ganj and elsewhere. In 2006-07, not a single book was purchased.
This apart, the libraries themselves were in a pitiable condition. A book-lover himself, Hanumantha Rao took upon the task of visiting some of the libraries, and was reportedly appalled by their plight. Dingy rooms, dog-eared books, rickety furniture and lack of trained staff were the anomalies he could see immediately. On further investigation, it was found that the cess amount to the tune of Rs 23 crore per year, meant primarily for maintenance of libraries and purchase of books, was appropriated for salaries and pensions. Fifty per cent of the grant available from the Raja Rammohan Roy foundation had not been availed. Upset, the minister directed the senior official responsible for the state of affairs to go on leave and has taken steps to turnaround the condition of the state’s libraries.
To begin with, a model building code has been evolved for new libraries with the aim of providing a pleasant surrounding. Apart from ensuring quality books, it has been decided that the number of books to be stocked would touch the one million mark. At present, the 5,296 libraries across the state contain only 2.11 lakh books! Fifteen expert panels consisting of professors, writers and eminent personalities have been set up to identify books ranging from Telugu, Urdu, English literature to school and college curricula. Hyderabad: More than half of the budget earmarked for the purchase of books has been set apart to purchase books useful for students appearing for competitive examinations. In 2007-08, Rs 2 cr has been allocated for the purchase of books of which 60%would be for exam-related books.
Among the other steps set to become operational from the coming academic year, all important libraries will be kept open 24 hours and seven days a week and will be equipped with air-conditioned reading rooms. All major libraries will also have internet facilities. An exam reference section is to be added to the 239 important libraries. “My idea is to make a trip to the library a pleasant experience. From housewives to senior citizens to students, everyone should come and spend some time reading books and periodicals or browse the Internet in the library,” said minister Hanumantha Rao. “We want to make the libraries 24X7 reading rooms with proper light and airconditioning. As a first step, the Hyderabad city central library will be converted into the first 24X7 library,” he added.
