Violation No. 2 As per the rule or standard operating procedure –‘wet jackets' have to be fired at within 10 minutes of soaking but the document clearly reveals how a sample was fired at after 17 minutes and rejected. Ironically, other bidders did adhere to this guideline and passed the trial. Violation No. 3 If a jacket is perforated during a test shot, testing must end and the sample stands rejected. But the report shows how shot number 4 from an AK-47 pierced the jacket and yet more shots were fired at the sample. In another case, when an MP5 bullet pierced a sample jacket, the shot was declared "unfair", to allow testing to continue. Even the declaration is a whiteout job endorsed only by RK Verma, one of the seven members on technical evaluation committee and the man who fired the shot. Interestingly, of the 376 shots fired during the trials, this was the only shot declared unfair. Jackets belonging to this vendor were approved in the technical bidding making it eligible for the financial bid. CNN-IBN also found that lab test reports don't have the signatures of five out of seven members on the technical evaluation committee. Ironically, the Union Home Ministry in an internal note has conceded it has received several complaints about these trials. At least three complaints are currently being examined. An alleged audio recording which indicts a technical evaluation committee member is also being examined. When CNN-IBN contacted Verma, who has been named in the complaints to the Ministry, he denied any wrongdoing but refused to come on camera and said that the Bureau of Police Research and Development were answerable. Top level sources say that a worried Home Ministry has now halted the price bid for this tender. The chairman of the technical evaluation committee will also be asked to explain. The Director General of CRPF – the head of the tender appraisal committee – will be consulted and DRDO will be hauled up and the ballistic trials will be held again if the Ministry is convinced that they were manipulated. Sach aur saahas hai jiske mann mein - anth mein jeeth usee ki rahe .. |

http://ibnlive.in.com/news/more-holes-in-govts-bulletproof-j acket-deals/108251-3.html?from=tn New Delhi: The lessons of 26/11 appear to have been forgotten in a hurry. Months after the Ram Pradhan Committee report indicted the Maharashtra government for the poor quality of bulletproof jackets, the issue has surfaced again. It was the poor quality of life-saving bulletproof jackets that could have cost Mumbai top cop Hemant Karkare’s life in the November 26 Mumbai terror attacks. However, lessons have not been learnt from the unforgettable incidence. CNN-IBN has unearthed serious violations in a recent tendering and approval process for 59,000 bulletproof jackets floated by the Central Reserve Police Force (CRPF). Rules have allegedly been bent by the nation's premier Defence Research And Development Organisation (DRDO). Documents exclusively with CNN-IBN detail the testing process of all the eight bidders. Violation No. 1 Two different samples of jackets were tested for live firing at the same time - 1305 hrs IST to 1320 hrs IST and 1312 hrs IST to 1318 hrs IST but the DRDO lab is a single bench test firing range, two samples just cannot be tested at the same time. How did the second test start before the first one finished? Sach aur saahas hai jiske mann mein - anth mein jeeth usee ki rahe .. |

Kamal:thanks for the explanation .. but how do fatally wounded soldiers do this?
bro, you will be surprised what a human can do to protect his life, and especially our jawans, not only use every ounce of their body to protect themselves and his troop around them. though they are in extreme pain, they do not give up.
Kamal:ilanti medical advances emaina unte .. inka teesukuni raavali .. Rs 3000 on a soldier is not more anukunta .. we have an army of 1 million .. ala choosi .. all it costs is around 300 crores .. no big deal for a govt which can let Quatrocchi take away 6000 crores from banks just for being a relative to Sonia !
thats the whole point bro, its not really costly w r t the amount of help it does. we are in a stage we can afford better facilities (like weapons and armor) to police too. i think there are some advancements being made to beef up police aids to.

hmmm, i did through one of the contacts in bharath rakshak forums bro. I will have to dig the contacts. but its not like they have set up a fund, its more like i have confidence in that guy(as he is a retired jawan) and he delivered funds to jawans. i am not sure if they are collecting funds for this now. i donated a while back. I will check bharath rakshak to see if they are still doing it. the world of appearances may or may not be real, or both may and may not be real - or may be indescribable; or may be real and indescribable, or unreal and indescribable; or in the end may be read and unreal and indescribable - its all Syadvada |

Mental_sachinodu: these are like first aid kits, most jawans die due to loss of excessive blood due to combat injuries. typically these kits, have something called a dermal adhesive, apart from surgical clips and staplers. one a soldier is injured he needs to clean the wound for foreign materials, and use the adhesive, especially targetting the bleeding nerves, the wound closes, and the blood loss will be contained. jawans are trained in handling such situations.
thanks for the explanation .. but how do fatally wounded soldiers do this? Govt should look at these things .. maa relatives Indian Air Force lo top lo work chesevaaru .. one of them said .. pre - 1998 .. soldiers war lo pothe 5 lakhs iche vaarata family ki .. when the probability of a soldier dying in battle or in action is 10% .. one of the first things the NDA govt asked after coming into power is .. how can we lessen the probability of a soldier dying in action ani .. and daaniki .. he said .. not much could not be done wrt technological advances other than .. better quality .. protection vests and better rifles/guns .. avi long term lo chesi .. the next thing the govt did was .. to increase the insurance for a soldier .. ippudu same soldier when he loses life in war .. he gets close to 15 lakhs .. (not sufficient .. kaani better than what it was .. ) ilanti medical advances emaina unte .. inka teesukuni raavali .. Rs 3000 on a soldier is not more anukunta .. we have an army of 1 million .. ala choosi .. all it costs is around 300 crores .. no big deal for a govt which can let Quatrocchi take away 6000 crores from banks just for being a relative to Sonia ! though its been more than year since the tragedy of 11/26, things have not changed much w r t providing necessary aid to our jawans. most of us might have already known about the fact that most of the jawans who lost their lives could have been alive today, if they could have access to the quick colt aid kits. the government, and in turn our army failed to equip tens of thousands of our jawans with frontline haemorrhage control kits to stop excessive bleeding from combat injuries. it is sad that even after an year, we are not able to equip our jawans with these life saving kits. they cost 3000rs a piece. alot of people have started donating to the army jawans directly, instead of through the PM relief fund and other government funds. the world of appearances may or may not be real, or both may and may not be real - or may be indescribable; or may be real and indescribable, or unreal and indescribable; or in the end may be read and unreal and indescribable - its all Syadvada |
