There are numerous regions in India that would like to have their own autonomous states. It is nobody's business to deny them their right. After all governments are for people and not the other way around. If I were a policy maker in India, i would propose this - Province Systems.
We keep the parliamentary system intact by not dividing the states further but allowing the people their right of regional identities by making provisions for multiple provinces in each state. Each of these provinces can have their own administrative, judiciary and electoral bodies but they are all one state when it comes to parliamentary system. The state will have one Governor representing the president and overseeing the provinces. So there would be andhra telangana and rayalaseema provinces but still one state Telangana. That way people can feel that they are still united under one state and be united when it comes to parliamentary affairs and representing their state they dont lose their strength but also have the benefits of smaller states and self governance.
It will also allow rapid growth of multiple economic centers in each state.
This is not against the spirit of federalism as we are not creating any new levels of separation between state and nation. One of the basic rules of province formation should be that religion be not a base of formation.
This will also help "settlers" to not feel alienated when a new state is formed.
Province committees headed by governor with equal (not proportionate) representation from all provinces can be setup to address disputes between provinces in terms of resource allocations.
This still does not address the issue of common capital but it definitely solves the peoples desire of common identity based on linguistic or regional commonalities.
