India stand on climate to help US: CSE chief

While the Minister's statement may have won him many admirers in Parliament, there are others who believe he has given in to pressure from the United States of America.

"What we have to understand is not what the Minister said but what the Minister did not say – that India could well be doing this to help the Americans because the Americans want to shift the goal post, they want to move from legally binding cuts to voluntary targets. That is bad for the climate," said Director of Centre for Science and Environment Sunita Narain.

But Nitin Desai, a member of the Prime Minister's Council on Climate Change, refuted the allegation

"It’s just possibly a product of global pressure. It could be. So what? We are part of a global neighbourhood and like any good neighbour we have certain obligations to act as a good neighbour. What I liked about Jairam’s statement was his strong emphasis on the importance of action on climate for the people of India. In a sense, what has happened over the past few weeks is that notice has been served on the industrial countries that – we are ready but you better come up with something much more serious," said Desai.

Environmentalists are in fact arguing that India's position is one of posturing and the biggest loser in this will be our planet.

"What we should be asking in Copenhagen is a framework which will allow us to make the transition, pay for our solar transition, pay for the big ticket solutions that we will need but by shifting the balance by saying we are also a part of the same club of polluters – you do not have the same framework which gets you that money and technology," said Sunita.

Good or bad, one thing is for certain. Ramesh's statement in Parliament has definitely turned the heat on the issue of climate change.

Initiating a debate on the impact of climate change in the Lok Sabha, senior BJP leader Murli Manohar Joshi appealed to Minister of State for Environment and Forests Jairam Ramesh that he should not side with the developed world under pressure and fight for the Indian cause.

Calling upon Prime Minister Manmohan Singh to attend the summit and speak for the poor people of developing nations, Dr. Joshi accused the Western countries of exploiting the natural resources of the world through their model of "flawed" development. The government should reject the Western model of development and shift to low-energy and low-capital technology model.

Quoting the Inter-governmental Panel on Climate Change, Dr. Joshi said there was a 50 per cent chance of the earth's temperature rising by up to 5 degree Celsius by the end of 2100. This was the result of policies adopted 100 to 150 years ago when the steam engine was invented. Even if there was an increase of 2-3 degree Celsius in the temperature, it would lead to "catastrophic effects," including new diseases and desertification.

Flawed fundamentals

Dr. Joshi said the fundamentals of globalisation were flawed as there was no inclusive growth. He called for sustainable consumption and not sustainable development.

Sandeep Dikshit of the Congress said it would be wrong to rubbish the Western technology as completely useless because even the West was realising that some mistakes had been committed, though unknowingly. India should be alive to the danger of "tipping over" (crossing the threshold on climate change), as it would affect all. There was a need for a "cautious, mature" approach.

Expressing concern over the impact of climate change on agriculture, Rewati Raman Singh of the Samajwadi Party said the things had come to such a pass that India was importing foodgrains.

Ramashankar Rajhbar of the Bahujan Samaj Party blamed the increasing population and the luxurious lifestyle of people in developed countries for the environmental degradation.

"While our problem is poverty, their [developed world] problem is life of luxury," Mangani Lal Mandal of the Janata Dal (United) said, pointing out that the U.S., along with China, accounted for over 20 per cent of the greenhouse gas emissions.

Kakoli Ghosh Dastidar of the Trinamool Congress said climate change was leading to natural calamities. B. Mehtab of the BJD said the Centre was making contradictory statements on the Copenhagen summit.

Supriya Sule of the Nationalist Congress Party said climate change remained an elitist subject in India and sought clarifications on how the Centre would involve the States.

Raghuvansh Prasad Singh of the Rashtriya Janata Dal asked the Centre to adopt a tough posture at the summit.




I hope Jairam Ramesh heeds to the opposition suggestions. Lately, ee topic meeda, he even fought with the PM and favored the Western approach !
