The Commission that probed the 1992 Babri Masjid demolition submitted its report on June 30, and "we are required to table it along with the action taken report within six months", Chidambaram said in the Lok Sabha.

"We shall table it during the (current) winter session" of Parliament.

"It is unfortunate that a newspaper has published what purports to be the contents of the report," the Home Minister said.

"There's only one copy in safe custody and I can assure the House that none from the Ministry of Home Affairs has spoken to anyone."

A report in the Indian Express on Monday said the Commission has indicted former prime minister Atal Bihari Vajpayee as well as senior Bharatiya Janata Party leaders L K Advani and Murli Manohar Joshi for their role in the demolition.

The BJP took an aggressive stance on Monday morning, accusing the government of leaking the Liberhan Commission report to the press before it was tabled in Parliament.

Bringing up the issue in the Lok Sabha as soon as Parliament proceedings began on Monday morning, Leader of the Opposition LK Advani said he was shocked to see a newspaper report that it had access to the commission report and that party leader and the mention that former PM Atal Bihari Vajpayee had been indicted.

"I can face the challenge of such charges", Advani said. But to talk about the indictment of a leader like Vajpayee was shocking, he added, to cries of shame from BJP MPs. Advani demanded that the report be tabled immediately in Parliament.

He pointed out that he had deposed before the Liberhan Commission over 10 days and said that the Babri demolition was the "saddest moment of my life." He said while he was proud of his association with the Ayodhya movement, he had been distressed at the demolition.

Other Opposition leaders, including Mulayam Singh Yadav and those of the Left, demanded that the report be tabled immediately. They too asked how the report had leaked. They also pointed to the fact that the newspaper report quoted Home Ministry sources and demanded to know how.

Speaking in Parliament, Home Minister P Chidambaram offered his reassurance that the government has promised to table the Liberhan report in this Winter session. He added "it is unfortunate that a newspaper has published" what are the purported contents of the reports.

Chidambaram said, "I refrain from commenting on the correctness" of the article. He explained, "There is only one copy of Liberhan Report and it is in safe custody...nobody from the Home Ministry has spoken to the press about report's contents."

"Naming Vajpayee and giving a clean chit of Narasimha Rao is only a sign of lacking credibility. A formal reaction will come from us only when it is tabled in Parliament. We will not react on media reports," said Prasad.

Leader of Opposition LK Advani, who has also been reportedly indicted by the Commission, refused to comment on it.

However, the Congress said the party will not react to media reports.

"One cannot react to press reports. This has to be a property of Parliament when the session is on," said Congress Spokesperson Abhishek Manu Singhvi.

But he also took a swipe at the BJP.

"When you stand there in tears and say that you condemn it, the principal accused stand there with your workers demolishing and dancing away to glory. UPA could have tabled it long ago. We are letting the process take its own time. There is no vendetta involved and nobody can comment on it before its tabled," said Singhvi.

"The general feeling of the nation is clear. The BJP was in favour of the demolition. There was divisiveness and provocation," he added.

The Liberhan Commission report on the Babri Masjid demolition case has reportedly indicted former prime minister Atal Bihari Vajpayee and Leader of Opposition LK Advani in the case.

CNN-IBN had first reported how the Commission's report put the responsibility for the demolition on the BJP top brass.

Now, reports in the Indian Express say the Commission has also severely criticises many Muslim leaders for failing to put forth their case properly.

The Home Ministry reportedly intends to table the Action Taken Report on the Commissions findings in the Winter Session of the Parliament.

The report incidentally has virtually scrapped the BJP's claim that the Babri Masjid demolition was a spontaneous outburst.

The Commission says it was meticulously planned.

The Commission had also given a clean chit to the Narasimha Rao government and blamed the then Uttar Pradesh government led by Kalyan Singh for not seeking Central intervention.

The one-man Commission was set up 10 days after the demolition as communal riots rocked several parts of the country. After 17 years and 48 extensions, it submitted its report on June 30 this year.

Justice Liberhan declined to comment on his report.

"I will not comment on it. Let the report come on record," he said.

The individuals named in the report are:

Vinay Katiyar: Guilty of provocative speeches and involvement in plot of demolish mosque.

Uma Bharti: Guilty of encouraging the demolition of the mosque.

Murli Manohar Joshi: Guilty of vocal support for the Ram Janmabhoomi movement.

Justice M S Liberhan, who submitted his findings to the government on June 30, this year after an inquiry lasting nearly 17 years, has called the BJP leaders "pseudo-moderates", according to a newspaper report.

The report also claimed that the entire build-up to the demolition was meticulously planned and there was nothing to show that these leaders were either unaware of what was going on or innocent of any wrongdoing.

The home ministry, which is giving final touches to the action taken report (ATR), intends to table the ATR in Parliament along with the report of the Commission during the ongoing Winter Session.

All eyes will be on whether the report, once tabled in Parliament, gives fodder to the Congress to politically attack the BJP in the Lok Sabha. It also remains to be seen whether the report is specific enough in its indictment to hold legal implications for those it is said to blame.

Justice Liberhan, meanwhile has declined to comment on the news reports saying the Commission's report is with the Parliament. "My mouth is shut. I have not said anything to anybody," he said.

Congress spokesperson Abhishek Manu Singhvi said, "We cannot talk about a report which is not available. But one thing is clear that for the last 17 years the entire country knows that when such senior leaders were standing in proximity of the Babri masjid, and action by of hordes of people was taking place, planned padyatras were taken across the country, destruction and mayhem was being done, then obviously there is a case to answer."

Importantly, Singhvi also said depending on the wording of the report the criminal culpability would be ascertained. "Assuming the report is tabled and shows what is reported in the press, certainly they can form the basis of an FIR, criminal proceeding and full criminal action can be taken under various different provisions. The accused can be prosecuted as part of several other actions - the principal of which is civil action."

BJP spokesperson Rajiv Pratap Rudy accused the Congress of "selectively leaking" information on the report to the media at politically opportune moments. "Let the law of land prevail, but what is the report, what is the submission? This is all speculation. Our demand is, why these selective leakages, where is the report - let the country know about it. Why this hide-and-seek? We know there are issues in Parliament which they want to duck. Please ask the government why it is not placing the report in the House."

"There is no authenticity of the report. Why government is shying away from tabling the Liberhan report in Parliament?" he asked and said that the move was aimed at creating "turmoil in Parliament and across the nation."

M M Joshi said, "This is a leakage and such leakages are, I think, with a political motive. So the best thing is that the government should place the entire report (in Parliament) and what action they want to take on the report."

BJP will demand suspension of question hour in both Houses of Parliament in protest against "selective leaks" of the Liberhan Commission report on Babri Masjid demolition.

The Commission was set up 10 days after the demolition as communal riots rocked several parts of the country. After 17 years and 48 extensions, it submitted its report on June 30 this year.

It is learnt that among others indicted and found culpable - for what the Commission calls pushing the nation to the brink of communal discord - are the entire top brass of the Sangh Parivar. These include the leaderships of the RSS, VHP and Shiv Sena.

But it is not the saffron brigade alone that has come under fire. The report is also severely critical of many Muslim leaders. Leaders from the Babri Masjid Action Committee and the All India Babri Masjid Action Committee have been flayed for their roles.

The plan to punch the saffron brigade in a corner has been timed with the 17th anniversary of the demolition. On December 6, 1992 a mob of karsevaks had pulled down the structure.

Within 10 days of the demolition a panel was set up under Justice M.S. Liberhan to probe the incident. It took 16 years and 399 sittings to prepare the report.

Advani meets senior leaders

Soon after the news of Liberhan committee report came out, Advani met senior BJP leaders, including Arun Jaitley, Venkaiah Naidu, Shahnawaz Hussain and Sushma Swaraj in his office in Parliament.

Reacting to the news, BJP spokesperson Prakash Javdekar said, "This is a slanted leak by the dirty tricks department of the Congress."

Senior BJP leader Joshi said, "There is no rationale behind selective leakage of Liberhan Commission report. Government should table full report in Parliament."

BJP leader Rajiv Pratap Rudy alleged that the government deliberately leaked selective part of the Liberhan report.

Senior Congress leader Jayanti Natrajan said, "If the report is true then it is shocking."
