What I recall - Encounter happened after the intelligence information was shared by centre with state. The affidavit was filed to document this as evidence that the state had intel info from centre regarding the suspects... Now PC is trying to tar the Gujarat Guj govt saying intel info is not conclusive evidence and cannot justify the encounter...
