Rahul Gandhi's flying visit to Tamil Nadu cost over Rs.1 crore
quote:CHENNAI: "As a politician, you have a duty to be austere," Rahul Gandhi told reporters here last week during his tour of Tamil Nadu. But the travel bill the Congress general secretary toted up during his three-day visit down south ran to seven figures, not exactly a sum the word "austerity" conjures up. At about Rs.1.5 lakh an hour for a helicopter, and Rs. 1.1 lakh an hour for the Beechcraft aircraft that Mr. Gandhi used for most of the long haul, his Tamil Nadu darshan would have cost the Indian National Youth Congress over Rs. 1 crore in helicopter and fixed-wing aircraft hire charges, The Hindu has established. The 2006 Beechcraft King Air 350 aircraft, operated by the New Delhi-based Air Charter Services Private Limited, has a 10 per cent plus service charge too. The crew in both instances need to be looked after by the persons hiring the aircraft. Added to this is the expense of the SPG, which tailed the Pawan Hans helicopter in an Army helicopter. Mr. Gandhi, who was on a day-long whirlwind tour to southern districts on September 8, used a Pawan Hans helicopter from Thiruvananthapuram after arriving there in the Beechcraft (VT-ACD). On his way back from Coimbatore, Mr. Gandhi took an eight-seater Falcon 2000 aircraft to New Delhi. It belonged to the Mumbai-based TajAir. According to the Taj website ( http://www.tajaironline.com), a New Delhi-Coimbatore one-way trip costs Rs. 20,31,250. "All flights originate from Mumbai. Thus, the fare is calculated ex-Mumbai and back," the website explains. The Congress leader hopped from Thiruvananthapuram to Nagercoil to Tirunelveli to Virudhunagar and to the Madurai Kamaraj University on the first day. After an overnight halt at the Circuit House in Madurai, he left for Thanjavur by the Beechcraft on day two. According to back-of-the-envelope calculations by airport sources, with the Thiruvananthapuram-Madurai trip and the overnight halt of the helicopter, the total cost incurred would be close to Rs. 15 lakh. On day two, he landed at the Indian Air Force strip in Thanjavur. After meeting people and Youth Congress workers, he left by the same aircraft for Puducherry where he met PCC office-bearers. He hopped on to a helicopter for Villupuram and Vellore. Later in the day, after his engagements at Vellore, he flew into the nearby Naval Air Station in Arakkonam, INS Rajali, in a helicopter, before taking the B-350 to Chennai. From Chennai to Hosur, Mr. Gandhi travelled by the same B-350. A TNCC source said the party paid Rs. 7,500 for landing and parking to Taneja Aerospace for the use of a private airstrip at Hosur. Mr. Gandhi took the same aircraft to Salem and from there to Coimbatore. Foolproof security Salem airport authorities said all charges for the landing and ground handling at Salem were paid in Chennai itself, as the Salem airport did not have normal operations. The same aircraft was used to reach Coimbatore. For landing, parking, and route navigation, the Coimbatore airport collected a total of Rs. 6,800 from both the operators. Besides, Rs. 1,500 was paid to a private firm for ground handling. A senior police official, when contacted, said Mr. Gandhi's movement by road was restricted to the extent possible in Tamil Nadu. Foolproof security arrangements were imperative in the backdrop of heightened threat to the VVIP perceived by Central and State intelligence agencies. Besides having in place a three-tier security shield for Rahul Gandhi, who is also protected by the elite Special Protection Group (SPG), the State police chalked out an elaborate scheme for his protection based on specific inputs. Citing reports of the Ministry of Home Affairs, the police official said a handful of top Sikh militants and cadres of the Lashkar-e-Taiba met at an undisclosed destination in Pakistan recently and allegedly decided to target Congress president Sonia Gandhi, Bharatiya Janata Party leader L.K. Advani, and Mr. Gandhi. Further, reports of the Intelligence Bureau (IB) and the Research and Analysis Wing (RAW) indicated the movement of a suspected Liberation Tigers of Tamil Eelam cadre and a sympathiser along the south-eastern coast of Tamil Nadu. The last communication was intercepted in the last week of March 2009 and it appeared the suspects were organising the movement of Sri Lankan Tamil refugees. "Reports in a section of the media that appeared in the United Kingdom alleged that India had extended military support to Sri Lanka in the war against the LTTE. The resentment has surfaced as hostility to Rahul Gandhi," the official added.

Annavaram:Six humble but serious suggestions to begin with in a country where more than 720 million people live on Rs 20 a day. 1. It is time Rashtrapati Bhavan turns into a knowledge museum for children or a cultural activity centre for India's extraordinary talents. Let the President shift to an elegant and luxurious mansion with 7 to 8 bedrooms in New Delhi. That should be enough. This British viceregal palace with some 100 rooms is downright vulgar in a people's democracy. The Head of State's move would be great symbolism that the 230 million Indians living below the poverty line can identify with, and a historic one. 2. The best way to identify with the poor is to punish by legal means the utterly illegal exploitation of public funds by the rich and resourceful. In the first week of August, Minister of State for Finance S S Palanimanickam [ Images ] said the top 100 tax defaulters owe the exchequer a whopping Rs 1,410 billion. The minister told Parliament in a written reply that this amount is more than three times the amount the government spends on the National Rural Employment Guarantee Scheme annually to provide employment to Below Poverty Line families. Politicians are most welcome to travel by train and fly economy class, but they will serve the country more effectively if all of them unite to fast-track the recovery proceedings against these tax defaulters. 3. The total Non Performing Assets of India's public sector banks is Rs 164.33 billion as of December 2007. Most of these NPAs are part of huge loans taken by industrialists and businessmen who avail of loans using political influence over managers and directors of the banks and then swindle the money. It is an open secret that most times, if not always, these rich debtors of the nationalised banks are supported by or are closely linked to politicians. 4. In 2008 under the Right to Information Act activist Dev Ashish Bhattacharya unearthed from the Food Corporation of India in writing that more than 1.3 million tonnes of foodgrains had rotted while in storage over the past decade. The FCI is responsible for the procurement and distribution of foodgrains across the country. Bhattacharya was told by the FCI that almost 50 per cent of the foodgrains was damaged in Punjab [ Images ], one of the leading states in agricultural production where no one has heard of floods or natural calamities. If the food wastage is controlled, it can feed more than a million hungry bellies. 5. According to government statistics India's fertiliser subsidy for 2007-2008 was worth Rs 225.32 billion. This amount is estimated to be less then half of the requirement, claims a expert in Down to Earth magazine. The Uttar Pradesh [ Images ] government has admitted in writing in a related court case in 2001-2002 that Rs 12 billion of subsidies were misused by scamsters known as 'khadh mafia'. 6. Actually, the list of corruption of various kinds is too well known and easy to get hold of. Instead of worrying about the mere Rs 200,000 expenditure on tiles and marbles in ministers's offices or homes, concerned citizens should visit this Comptroller and Auditor General's link: http://cag.gov.in/html/reports/commercial/2009_27PA/contents .htm

Nice So what if the govt is a wolf fleecing the taxpaying public dry just don the sheepskin of austerity For some laughs read this Governmentium A major research institution (MRI) has recently announced the discovery of the heaviest chemical element yet known to science. The new element has been tentatively named Governmentium. Governmentium has 1 neutron, 12 assistant neutrons, 75 deputy neutrons, and 224 assistant deputy neutrons, giving it an atomic mass of 312. These 312 particles are held together by forces called b{morons}, which are surrounded by vast quantities of lepton-like particles called peons. Since governmentium has no electrons, it is inert. However, it can be detected as it impedes every reaction with which it comes into contact. A minute amount of governmentium causes one reaction to take over four days to complete when it would normally take less than a second. Governmentium has a normal half-life of three years; it does not decay, but instead undergoes a reorganization in which a portion of the assistant neutrons and deputy neutrons exchange places. In fact, governmentium's mass will actually increase over time, since each reorganization will cause some morons to become neutrons, forming isodopes. This characteristic of moron-promotion leads some scientists to speculate that governmentium is formed whenever morons reach a certain quantity in concentration. This hypothetical quantity is referred to as Critical Morass. aa chal ke tujhe main leke chalu ik aise gagan ke tale jahan gam bhi na ho, aansoo bhi na ho,bas pyaar hi pyaar pale |

interesting views Whoever lives and works close to New Delhi's [ Images ] seat of power knows what a humbug it is when ministers and political leaders announce that he or she will travel by economy class or, worse, travels by train while living in the cosiest homes and the most secured zones in an insecure India. Day in and day out we see colossal waste of money, siphoning of the nation's assets and utter disregard for the poor peoples's cries for help in the national capital. One doesn't need to even get out on Raisina Hill, home to Rashtrapati Bhavan [ Images ], the Prime Minister's Office and several important ministries, or inside Shastri Bhavan, where several ministries's offices are located, to list out the huge and unpardonable waste by the government. The idea of austerity can't be ridiculed if its intention is sincere and thorough. Even the aam aadmi, for whose benefit this drama is being played out, knows the best way for the powerful to follow the path of austerity is not at all by travelling by train or by economy class. This austerity fad began when the Congress Working Committee announced on August 19 that its ministers would take a 20 per cent salary cut in view of the drought. It was not enough, but to be fair, it was at least a symbolic gesture to sympathise with the drought victims all over India. But the way the Congress party went about it shows the one-dimensional politics behind it. The CWC resolution, read out by the party's chief spokesperson Janardan Dwivedi, mentioned that 'the CWC has called upon the party and the government to observe austerity measures to reflect our concern and sensitivity... it will reflect our party's and government's solidarity with those who are facing the brunt of the drought situation'. Reports quoted Sonia Gandhi [ Images ] as telling the CWC, 'The way we conduct ourselves in our private and public life must reflect our concerns for the less fortunate.' Then arrived a smart news report in The Indian Express that said two Union ministers were staying in five-star comfort till their allotted government homes were readied -- although they were paying for it out of their pockets. And in reaction, Finance Minister Pranab Mukherjee [ Images ] played his political sixer. As finance minister he is the nation's khazanchi (treasurer). He told the two ministers to check out of five-star hotels, and they obliged in full view of the television cameras. Since then the austerity business has been irritating most of our sensibilities on a daily basis. Any alert Indian can point out hundreds of ways to 'reflect the concerns for the poor' as Sonia Gandhi suggested. Six humble but serious suggestions to begin with in a country where more than 720 million people live on Rs 20 a day. 1. None of the political parties or political leaders take the CAG reports seriously. Their reports don't have any political weight. Their reports on selective public sector units is worth visiting to know how the political class cares a damn about the public's money. |

quote: Austerity is the trip to take this season. Ministers and MPs are flying economy class and some are even taking the train. But there is one politician who just can’t cut his travel cost: the Prime Minister. An amount of Rs 230.35 crore was spent on transporting Prime Minister Manmohan Singh and his office on international trips in four years, CNN-IBN has learnt from documents accessed through the Right to Information Scheme. Out of this amount, Rs 223.81 crore was spent on just the hiring of a special plane from Air India. A sum of around Rs 5.32 crore was spent for ensuring that the Prime Minister stays connected via hotline. A sum of over Rs one crore was spent on providing dearness allowance and hotel expenses to all officials travelling with the Prime Minister. That means that out of a total expenditure of just over Rs 230 crore, an amount of almost Rs 224 crore was spent on just hiring an aircraft for 34 trips in four years. Bureaucrats say an aircraft reserved for the Prime Minister’s use would save money. "What is the need for hiring special aircraft? We have been aware of this flaw in our system for a long time," says former cabinet secretary T S R Subramanyam. Manmohan Singh’s image is that of simplicity and austerity in public life. It is he who would wish to cut down his expenses on his travel the most. Therefore, a decision was taken earlier this year to purchase special aircraft for exclusive use of the Prime Minister and the President. Three planes came at a cost of Rs 900 crore. The Congress says the purchase of the aircraft is justified. “As Prime Minister he has several important duties to carry out. His security is also of paramount concern,†says Congress spokesperson Jayanthi Natarajan. When the Prime Minister travels abroad, he has a crowded entourage. His entire office, his security, foreign ministry officials and sometimes a minister travel with him as well. The Prime Minister is slated to travel to Pittsburgh and Trinidad for international summits within the next two months. The focus will be on how he manages to cut down costs for the trips.

So now the government has a set of guidelines in place: No 5-stars, no business class, no unnecessary foreign travel. And they're all getting in line to proclaim their kameez is more sadhaaran safed than Lalitaji. Why don't any of them call the bluff? Why don't any of them question the cost-benefit analysis of flying a busy minister by economy rather than by business? Why is it ok for half our cabinet to book the St. James Court Hotel in London during the summer cricket-tennis season (which incidentally coincides with drought-famine season here), but not for a Minister to work out of a Hotel here? Why is it Ok for one minister to say he always wears Khadi as proof of his simplicity, while his son's friends are flown out once a year for the said son's birthday party to their family Fort in a private plane? Forget birthdays, why does no one call out every politician in the book for turning their children's marriages into gigantic lavish jamborees? And why is it ok for every other minister to claim he only takes a 1re. salary, when clearly that means he needs other sources of income to sustain himself. Because all of them are part of the same hypocritical charade. Austerity is just a passing fad that they've adopted this week (after all, Fashion week is still a few months away). There are people like Mamata Bannerjee, who actually live out of a simple room, others like the Prime Minister himself, who had his daughter married at home with a tiny guest-list, and there are, hundreds of politicians, MPs, MLAs who are equally simple, most of them because they genuinely can't afford anything else. But they're not the ones doing the most shouting today. Lets begin at the beginning, or as Sinatra would say, the beguinning. An article in the Indian Express that expressed Indian horror at the fact that SM Krishna and Shashi Tharoor were staying at 5-star hotels while they waited for their government bungalows to be renovated. Now most of us know how tough it is to get the government to take action against anyone on the basis of a news report. Only two weeks prior to that article, the Express ran a headline story (http://www.indianexpress.com/news/for-kalmadi-f1-is-family-1 st/505516/) on how IOA chief Suresh Kalmadi was sanctioning a project for Formula 1's grandprix entry to India. The paper found that the company F1 partnered with was JPSK Sports, and yes the 'SK' in JPSK stood for Sumeer (son of) Suresh Kalmadi. Any action? Not that we heard of. In the same month Steel Minister Virbhadra Singh and his wife were booked for corruption by Himachal police (http://ibnlive.in.com/news/virbhadra-singh-wife-booked-for-c orruption/98546-3.html) after their voices were matched to a phone conversation discussing bribes for favours. Any action? Nada. And then CNN-IBN ran two stories, two separate intra-ministry enquiries on irregularities; the Haj scam under former MOS for External Affairs E.Ahmed (now MOS railways) (http://ibnlive.in.com/news/minister-accused-in-haj-quota-all ocation-racket/100030-3.html ) and one against the office of former Steel Minister Ram Vilas Paswan (http://ibnlive.in.com/news/gold-scam-alleged-stateowned-firm -under-probe/100069-3.html) . Action? Huh? After the enquiries, some guidlelines were changed. But action against ministers? Zero. Zippo. But no sooner than the newsprint on this article had dried- our government was roused to instant action. The Finance ministry, nay, the Finance Minister himself addressed a press conference- the offending Extravagant, sorry External Affairs Minister, and Jr. offending extravagant External affairs minister had been ordered to vacate their hotel rooms. Yay, we all cheered. Hounded out, Sr. EAM was sober. Jr., not so experienced in the art of artful dodging, actually said he had only needed a gym and some privacy. Whaat ? Like Madame Defarge's army, we had tasted blood. Off with his head, off with this aristocrat's head, went out the cry. The next blow came from closer home to him- at another press conference, Rahul Gandhi intoned that "politicians must practise austerity all the time"- and then gave himself as an example. The simple scion of our biggest party, though, forgets to mention, that he already has a ministerial bungalow (despite being only a 2-term MP), and besides a fully kitted gym at home, is a regular member of atleast two of the capital's poshest gyms, one of them at a 5-star. Clearly one man's opulent living is another man's necessary fitness regime. About the only time members of our cabinet and the Congress party queue up, it seems is in line to proclaim their "austerity". Reminiscent of the Ella Fitzgerald number, Birds do it, Bees do it, even some educated fleas do it, In Spain the upper sets do it, the Lithuanians and the Letts do it Let's do it, they're all singing, Let's fall in line with the austerity drive! Like kids at camp roughing it out, they're pointing to their khadi kurtas and their government cars, showing off their economy class boarding cards and telling us how much they are slumming it. "I'll go by economy class," say Anand Sharma, Azad and Praful Patel "I'll go by train," chime Jitin Prasad and Jairam Ramesh "And I will go by cargo," says Congress spokesperson Manish Tewari. And no more five star hotels for anyone. So there. I'd laugh, except I think the joke is really on us.
