He surely will want it to be implemented, but the thing is, you can be sure of NGOs, lawyers and govt orgs like Central minority affairs ministry etc supported by Congress will file cases in High court, Supreme Court and try to stall it at every step. So much of "positive politics". But I sincerely hope BJP ruled states will implement this tooth and nail and will stand as an example for the rest of the country.
