I think the BLOG was very well written and it matches with what I think.

But anyway, highcommand HAS to install Jagan as CM as HE CLEARLY has majority backing (among MLAs and MPs). Whatever might be the reason for that backing, HE HAS THAT MAJORITY BACKING.

i think before 78 also some cong leader [is it Neelam Sanjeeva reddy or someone..?]also as strong as like YSR now..and he started his own party reddy-cong in 78..

i think thats why Indira might have opted for started rubber-stamp CMs from high command...

If they intend to make Jagan CM then he will not be given free hand in selecting the ministers. They will be decided by the high command. Ministers who are supporting Jagan openely will be countered in this way. In any case Sonia will not allow Jagan to become powerful and dictate terms to highcommand.

A new realisation has dawned on Sonia Gandhi. Till a few days ago, the Congress president thought that she was the monarch of all that she surveyed in the party. But now she has realised that the Congress in Andhra Pradesh, which provided a safe passage for Indira Gandhi after she lost the 1977 elections, is no longer the Indira Congress, far less Rajiv, Sonia or Rahul Congress. It is YSR Congress that rules the roost in the southern state and she might as well come to terms with this reality.

The Congress high command is making frantic efforts to convince the deceased YS Rajasekhara Reddy's close aide K V P Ramachandra Rao that he must rein in YSR's son Jagan and convince him that he should not insist on succeeding papa dear as the chief minister of the state. In return, the high command is willing to give Jagan a deal, but what that is nobody knows. The point is that so many hours and days are being spent in "cooling down" Jagan, something which in the good old days would require nothing more than a verbal "firman" from the headquarters conveyed through a high command emissary.

This is exactly what Sonia Gandhi thought when she sent Veerappa Moily and Prithviraj Chavan on the fateful night of September 2 much before YSR's body was discovered but it was virtually known that he had died. Her diktat: swear in the No. 2, K Rosaiah, as the chief minister in the interim. But Moily and Chavan were faced with a revolt from the Jagan camp. In the end Rosaiah was administered the oath of office in great secrecy without anybody knowing that he was being installed. That Rosaiah was the chief minister was made public, one and a half hours later.

What happened in the next two days is public: a massive campaign for Jagan as chief minister with rallies, demonstrations, dharnas, hunger strikes and what have you by MLAs and ministers. Much of it was orchestrated but the point is that this sort of surge could not be mere orchestration. The MLAs and ministers rose in revolt against the high command and pitched for Jagan, because they saw the ground under their feet slipping if Jagan was not made chief minister. YSR was now dead, but it was only Jagan who could assure them of continuity.

That brings us to the main question: What is this continuity all about? What is it that YSR had given them?

Well with due respect to the departed soul, in his lifetime the man showed many sterling qualities, YSR moulded democracy in AP in his own feudal mode. Hailing from the drylands of Rayalseema, where barren agriculture and lack of industry made an industry out of violence and extortion, YSR was quite feudal in his impulses. Having been in politics for 31 years - much of it in wilderness - YSR devised his own framework of governance that he started implementinng the moment he came to office in 2004. Simplistically stated this framework was an adaptation of the old zamindari system: under this YSR parcelled demarcated areas of the state to his loyal followers (who were elected as MLAs and MPs from these areas). Within the jurisidisction of these areas, these loyal followers were the kings - they were free to do anything (within limits) using the state's administrative machinery. In return, YSR wanted their loyalty and resources for the party kitty. Also they were supposed to propogate YSR's cause and generally not do anything that would hurt his image and draw the ire of the headquarters in Delhi. After YSR strode to power for the second time in May this year he started fine-tuning this system till the copter crash cut his life short. And he could easily do this because YSR was able to convince the high command before the elections to give him a free hand for allocation of tickets for the legislative assembly. Which meant that most of the party MLAs were personally beholden to him.

It is these loyal followers, used to operating under this feudal system that masquerades as a democratic set-up, who see the collapse of their fortunes if Jagan is not made chief minister. Little wonder they are moving heaven and earth to ensure the accession of Jagan.

So how did the high command allow the state of affairs in Andhra Pradesh to degenerate in such a way that the party became YSR Congress? Well, the answer can be found in the fact that the Congress is a pale shadow of what it was, say, 20 years ago. True it is the only national party in the country and is in power for the second successive term, but the votes polled by the party are less than 30% of the total votes cast. In this situation Sonia Gandhi has depended on the shoulders of whoever has provided her support. Well, YSR delivered the state to her not once but twice and also financed a large part of the Congress campaign costs. In this comfort, Sonia forgot that the loyal Congressman had converted the party into his own personal satrapy. If the Nehru-Gandhi family was the ruling dynasty in Delhi, the YSR family portended to be the hereditary satraps of the province ruled out of Hyderabad. And if the principle of heridity was not followed in Hyderabad, then those who thought that ruling their state was their birthright could well revolt. Not a sobering thought that.}
