I think you are confusing labour\PERM PD with 485 Rd/ND dates. For eg: ee Sep Bulletin ki EB2 2005 Jan 8 ki set chesaru so if A has priority date od 2005 march 1 has RD date Sep 2008 and B who has PD of Jan 95 2005 whose RD is July 4, then B will get his GC first.

Since PERM data does not clarify whether it is EB2 or EB3 these numbers are combined. Also for 2005, I was not able to count India numbers.

My guess:

1. These EB India numbers could have many duplicate because of many people were waiting for their Pre-PERM labor and filed so we may see reduction in these numbers.
2. Many got RFE during pre-adjustment and could not fullfill requirement so rejected
3. Many people might have applied for labor from two empoyers
4. Many people could have applied twice - self and Spouse
5. Many EB2 could have approved in last year Aug/Sept 2008 date advanced (EB2-I approved 16,000 in 2008)
