One year is possible only in the case where the labor was filed one year prior to the date of H1 extension application...that labor could be in pending or approved status... Ex: If the labor was applied 9 months ago and is in approved status, with no approved I140 and he is applying for H1 now, he can;t get an H1 extension beyond 6 years... PERM still exists. According to USCIS, you are supposed to get approval within 45 days from the date of filing. So it varies from center to center.
