The Investors in Jagathi Publications Private Limited, i.e, Sakshi Daily and Raghuram Cements Ltd owned by Y.S. Jaganmohan Reddy are the key persons in floating Vanpic Project. The Companies behind Vanpic are 1. MATRIX ENPORT HOLDINGS PVT. LTD. 2. VANPIC PORTS PVT. LTD.â âSPVâ. 3. GENEX STRUCTURAL PROJECTS PVT. LTD. All these three companies are incorporated by Nimmagadda Prasad and his brother N. Prakash, who are individual investors in Raghuram Cements and Jagathi Publications and also investors through various companies like Alpha Avenues Pvt. Ltd, Alpha Villas Pvt. Ltd, in Raghuram Cements and Jagathi Publications. All these three companies are incorporated under the Indian Companies Act, 1956. All these three companies are incorporated on 18-01-2008. 31-03-2008. 07-05-2008 The Government of Andhra Pradesh on 11-03-2008 entered into an unregistered MOU with one KHATAR MASSAD CEO RAS AL KHIAMAH (RAKIA) for developing Vadarevu and Nizampatnam Ports in Guntur and Prakasam Districts. 31-03-2008, VANPIC PORTS PVT. LTD an âSPVâ is floated, by N. Prasad in which RAKIA is not a party, the promoter company of this SPV is MATRIX ENPORT HOLDINGS PVT. LTD floated by same N. Prasad. v 2-05-2008, the Spl. Secretary of Govt. of A.P, K.V. Brahmanada Reddy writes a letter to Collectors of Guntur and Prakasam Districts to send alienation proposals for allotment of lands to Vanpic. v 7-05-2008, GENEX STRUCTURAL PROJECTS PVT. LTD is incorporated, for acquiring lands in Guntur and Prakasam Districts. v 22-05-2008, the promoters directors of Genex Mr. N.Prasad and Mr. N. Prakash later on resign as directors and induct Sri Konda Venkateswara Reddy as Director, who is also the Director of GILCHRIST INVESTMENT PVT. LTD, who is investor in Jagathi. v 7-07-2008, G.O.Ms No. 29 is passed revising the port limits of Vadarevu and Nizampatnam ports. v 10-07-2008, G.O.Ms No. 30 is passed allotting 2000 acres each to the Vadarevu and Nizampatnam ports and the cost for acquiring the said land shall be borne by Vanpic. The said award is on BOOT basis. v As per G.O.Ms No. 30 RAKIA holds 51% and remaining 49% will be held by Matrix Enport. v As per this G.O the entire project is leased out for a period of 33 years extendable for another 22 years in two spells 11 years each. v No global tenders are invited before awarding this huge public project. v As per the above G.O the land for port based industrial corridor shall be acquired by Vanpic. v 11-07-2008, G.O.Ms No. 31 is passed directing the Prakasam and Guntur District Collectors to issue draft 4(1) notification under the Land Acquisition Act, 1894 for acquiring land for Vanpic, which is contra to the language and G.O.Ms No. 30. wherein Vanpic was required to directly purchase lands from the land owners. v On 11-07-2008, a Concession Agreement is entered between Govt. of A.P, and Vanpic Ports Pvt. Ltd, rep by Nimmagadda Prasad as chairman. v On 9-06-2008, Vanpic Board of Directors allot 10409 shares to RAK INFRA HOLDINGS LTD, MAURITIUS. v On 25-06-2008, Vanpic board of directors Nimmagadda Prasad and N.Prakash appoint KHATER MASSAD Individually as Additional Director (Independent Non-Executive) on the board of Vanpic. v On 9-06-2008 CHILLA RAVI REDDY is appointed as authorized signatory of Vanpic. This CHILLA RAVI REDDY is director of ALPHA AVENUES PVT. LTD, investor in Jagathi. v On 15-09-2008 and 16-09-2008 two G.Oâs are issued alienating 6406.14 acres in Prakasam District and 5451.06 acres in Guntur District, 11857 acres on payment of market value to Vanpic Industrial Corridor. v In total 13,946 acres of land in Guntur District is allotted to Vanpic project in Nizampatnam, P.V. Palem, Karlapalem and Baptla Mandals. v In total 7,833 acres of land in Prakasam District is allotted to Vanpic project in Vetapalem and Chinna Ganjam Mandals. v In total 2223 acres of Patta land in Guntur District is sought to be acquired. v In total 3547.89 acres of Patta land in Prakasam District is sought to be acquired. v In total 5534 acres of assignment of land belonging to the poor and downtrodden is sought to be acquired in Guntur District. v In total 1881 acres of assignment of land belonging to the poor and downtrodden is sought to be acquired in Prakasam District. v In total 5925 acres of Forest land is sought to be acquired in Guntur and Prakasam Districts for Vanpic. v In nut-shell this project is floated and run by group of people very closely associated with Y.S. Jaganmohan Reddy. v There is strong resentment from the poor farmers and the government imposed 144 section in Vetapalem, Chinna Ganjam and Cheerala. v Till now no Detailed Project Report is submitted by Vanpic. v Till now there is no Project Feasibility Report. v Till now no Investment are brought are made by Vanpic. v Under the guise of 4(1) notification small and marginal poor farmers are put to panic and Genex through Konda Venkateswara Reddy is purchasing lands from the farmers at cheaper rates. (similar modus is adopted in ORR Hyderabad alignment). v Except MOU with RAK the entire show is now run by Vanpic owned by Nimmagadda Prasad, Chilla Ravi Reddy and Konda Venkateswara Reddy and others belonging to Y.S.
