Please note that Oxford, Cambridge and University of London are not those conventional University campueses. They are formed of independent cluster of schools. Mav Firstly, Imperial college is a part of University of London (along with Imperial, UCL, SOAS and another couple of institutes come under Univ of London). However, they have their autonomy. And Imperial college is the most powerful (along with UCL) among the rest. Funding mechanisms have drastically changed in last 3 to 4 years in the U.K. When I started applying, the funding chances were very sparse. Now, they are taking more foreign students because of lack of UK nationals. In the UK, most of the Ph.D fellowships are funded by EPSRC (Engineering & Physical Sciences Research council) and they are very tight on taking either UK nationals or EU nationals. Most of the little or no influenced faculty cannot support their students because of this litigation. However, if the faculty is very influenced and he has other resources of funding, he can easily manipulate those. Importatly funding mechanisms are differnet for different Universities. As per my observation, UK universities were very dependent on Govt funding in the past. Now, they are gradually shifting to American system so that more foreign cream can be attracted. The upshot is, you have to hit the right target to work out things easily. Whether it is Imperial college or University of Hertfordshire, all that matters is the person whom you are dealing with. I had admission in Imerial college in my dream project, but with only half funding. Living in London without full funding is nightmare, good that I didn't attempt it.
