HYDERABAD, Aug 9: The Natco group is scouting for fresh partners for the Rs 1,350-crore Krishnapatnam port project with major investor and co-promoter Itochu Corporation of Japan and other participants in the original consortium walking out of the venture. The Krishnapatnam Port Company Ltd (KPCL), promoted by the group, has received positive signals from the Asian Infrastructure Development Company (AIDEC) of Japan which is likely to pick up 25 per cent equity in the venture. The KPCL has received a comfort letter from AIDEC, promoted jointly by the Asian Development bank, OECF, EBARA Corporation and a host of other Japanese companies, senior company officials said. Originally, Itochu was to pick up a majority stake as the co-promoter apart from committing for bulk usage of the port and supply equipment, fuel and raw materials for the project. The other participants in the old consortium were Fluor Daniel of United States, HAM Dredging Co of The Netherlands, the India Investment Inc of US and CS First Boston, who were slotted to take care of project finance. In the final line-up however, you may find just two or three of the original participants, said senior company officials refusing to divulge further details. Now, the viability of the project has come under doubt with the uncertainty over the construction of private jetties by GVK Industries and Besicorp-Brooklyn Internation Power (BBI) of US which are setting up 500 mw thermal power projects at Krishnapatnam. While the presence of two major power projects in the area was made out to be an attraction for bidders, the proposal to go ahead with the coal handling jetties at an investment of Rs 200 crore each could sound a death knell for the port venture, KPCL officials maintain. In a bid to defuse the situation, Natco has opened its doors to equity participation by GVK and BBI in KPCL with the offer of priority rights for use of the coal berths to be set up in the first phase. The response does not appear to be positive with both companies and the state government yet to decide on the matter. However, senior Andhra Pradesh State Electricity Board (APSEB) officials said the board would have no objection to the change the project profiles as long as the proposed investment on the coal handling facilities was below the estimated Rs 200 crore each as envisaged. On the formation of KPCL, the state government handed over 226 acres of land along with the existing facilities to the company which plans to acquire an additional 1,000 acres. At the same time, it is also in discussion with a few parties for setting up a container terminal also at the port which would be in addition to the proposed Rs 1,350 crore investment. As per the milestones fixed for the project, KPCL will be commercially operational by January 4, 2002. | ||
