true in most cases, but when the crime is despicable/heinous, then the person has issues that are nothing to do with society..


hmm anduke exceptional cases lo they may be treated on par with adults (I would oppose even that), not in every other case...

anyway, kudos to those officers, who avoided a potential heinous crime.....
