The BJP on Wednesday targeted Prime Minister Manmohan Singh for the "failures" of the UPA-II government in the last four years, saying the presence of two power centres and his "indecision, inability and silence" have led to an environment of "gloom and pessimism" in the country.

In a joint press conference here, Leader of the Opposition in Lok Sabha Sushma Swaraj and her Rajya Sabha counterpart Arun Jaitley said there is nothing to celebrate for the UPA-II government on its fourth anniversary. Editorial: UPA 2 has been an inert government

"UPA-II's anniversary is being celebrated in an environment of gloom, pessimism and negativism. Rarely has the nation witnessed the kind of cynicism against the government as is prevalent today," Jaitley said.

The government has failed to provide leadership, keep its coalition together, improve the economy, check corruption, or ensure national security and safety of women, they said. Related: UPA to outline work done in 9 years

Attacking Singh, the two senior BJP leaders said power does not vest in the Prime Minister and hence, the UPA model is "structurally defective".

"Manmohan Singh is the Prime Minister, but (he is) neither a leader of the country nor the leader of his own party. Singh's colleagues sit with him in the Cabinet and look towards the UPA Chairperson (Sonia Gandhi) for directions. Such a split leadership is the biggest failure of UPA," Swaraj said.

Echoing Swaraj, Jaitley said, "UPA has devalued the Prime Minister's post." He added that Singh's Cabinet colleagues look at the heir apparent (Rahul Gandhi) for future leadership.

Though the party dismissed the idea of a Third Front as a "failed idea" and said it does not exist, BJP was evasive on questions about the tussle among its leaders for becoming the Prime Ministerial candidate.

The BJP parliamentary board meeting on Tuesday sidestepped discussion on its prime ministerial candidate and strains within the NDA over the issue. Instead, the meeting discussed the party's strategy to dislodge the UPA government, which enters election year on Wednesday.

"This issue was not the subject of discussion during the parliamentary board meeting today," BJP general secretary Ananth Kumar responded to queries whether prime ministerial candidate issue came up for discussion. Kumar responded in a similar manner on whether BJP's relations with NDA partners were discussed in the meeting.

According to him, the party's most popular leader, Narendra Modi, emphasised the need to effectively communicate the alleged "failures" of the UPA government to the electorate and suggested leveraging "social media" platforms to reach out to the youth. "Modi suggested that the spread and reach of social media and social network should be used to reach out to people, especially the youth," Kumar informed. With Modi pitching for aggressive campaign against the UPA's alleged failure, Leader of Opposition in Lok Sabha Sushma Swaraj and her counterpart in Rajya Sabha Arun Jaitley will address a joint press conference on Wednesday to counter the UPA's claims of achievements on the completion of nine years at the Centre.

In the national capital to attend his first parliamentary board meeting after his re-induction into the apex body this year, Modi called on party patriarch L K Advani and former party chief Nitin Gadkari ahead of the meeting, and held closed door deliberations with party chief Rajnath Singh after the meeting. Modi described his meeting with Advani as "wonderful" through tweet.

The meeting discussed the party's resolutions on political, economic and security related issues for the forthcoming national executive meeting in Goa, along with potential agitational programmes to mobilise popular support for the party to project itself as a credible alternative to the Congress-led UPA.
