I dont know correct numbers. But, there might be some truth regarding wages. Please look at the top H1B employers. They are likes of Wipro , TCS, etc etc. They constitute about 70-80% of the H1Bs. They bring on people on $40 average value as on site employee for a short period and hence the feelings expressed in the article.
