Again it is a policy decision and CM Must have approved it. Blaming Nadendla or LP for Ramarao's mistakes is it self like a DLM.
They may be part of it but NTR was the one who took the decision.
There are some good things done by NTR which are not forgotten by people same time these insane things also remembered by the same people.
