Check which consulate or embassy is responsible for your current address and read their rules. Rules are different from one office to another. At oen point, the size of the passport photo was different between the offices too, some asking for Indian Passport Size and some asking for US Passport size. Idi consulate batti untundi. Maa state DC kindaki vasthundi. DC vaadu manalni return envelope adagadu, just asks for a separate certified check for shipping the passport back. Konni consulates like Chicago and NY ask the applicant to provide the return envelope anukuntaa. oh...if I remember correctly...they will mail back the original old passport and the new passport, only to the "current address" provided in teh application.
