FUEL FOR TERRORIST ATTCKS ammonium nitrate recent bomb blasts annintilonu idhe material ...how central govt is ralaxing rules to import it freely New Delhi: Janata Party chief Subramanian Swamy on Monday said the draft rules to allow import of ammonium nitrate, also used in making bombs, in loose and non-bagged form could be a "recipe for disaster". Ammonium nitrate was found to be used by terrorists in several bomb attacks and Swamy warned that the "relaxation" allowed in the rules could be misused by the extremists. "When it was found that ammonium nitrate was used in the Mumbai blast, there was a temporary ban on the chemical from abroad. They said the Home Ministry would frame rules to ensure that chemical does not get into the wrong hands. Now, a new clause has been inserted which has completely ruined the entire rules," Swamy told reporters here. He claimed that under Chapter IV of the rules, a new clause 'ammonium nitrate shall preferably be imported in bagged form' has been inserted. This, Swamy claimed, would leave ample scope for import of the chemical in bulk and loose form. "This is a recipe for disaster for the country as non-bagged ammonium nitrate leads to immense spillage and this is very susceptible to theft and misuses," he said. "The word 'preferable' in the rules thus allows easy access to ammonium nitrate. The process of import of the chemical in a security sensitive port such as Vishakapatnam in non-bagged form leads to a lot of spillage and non-standard material accounting, which gives rise to easy pilferage by unwarranted elements," he said. The Janata Party chief said he had also written to the Prime Minister to look into the matter. |
