The government's affidavit, which was not accepted by the court because it was not filed by the health secretary, said 475 new chemical entities (NCEs) were approved for clinical trial between 2005 and 2012 and that 39,022 people have completed the clinical trial. "Out of the 475 NCEs, 17 have been approved for marketing in the country. Serious adverse effects of deaths during the clinical trials during the said period were 2,644, out of which 80 deaths were found to be attributable to the clinical trials," the government said. "Around 11,972 serious adverse events (excluding death) were reported during the period from January 1, 2005, to June 30, 2012. Out of which 506 events were found to be related to clinical trials. These were cardiovascular, gastrointestinal, hepatic, renal related events," it said. |

The Supreme Court on Thursday pulled up the Centre for its insensitivity to scores of deaths and serious adverse effects to thousands during clinical trial of new drugs and ordered the Union health secretary to monitor implementation of the supervisory and scrutiny mechanism for human experiment of new drugs. Referring to a parliamentary committee's stinging report pointing out involvement of foreign pharmaceutical multinational companies in a big way in the clinical trial of new drugs and the need for a thorough review of the existing mechanism, a bench of Justices R M Lodha and A R Dave said, "The government has slipped into a deep slumber and doing nothing." The bench asked, "We do not know what sort of racket the big companies are indulging in. That's why we are concerned by the loss of lives. Even the parliamentary committee says children and illiterate citizens are being used as guinea pigs by foreign companies. If parliamentary committee says so and CDSCO is not working, then who will ensure the safety of the citizens?" |
