Year 2013 is a leap year when there will be no national elections and for the reasons, a leap year is considered a best year to pass any legislations in a less politically charged environment. Same goes with immigration reform bills, no matter whether they are piece-meal or comprehensive immigration reform legislations. This is one of the many reasons why hopes are high for immigration reforms coming year. The 112th Congress will sunset at the end of year and all the pending bills will die with the close of the Congress. Depending on the negotiation for fiscal cliff matter, the ongoing Lame Duck session can be very short or very long. Taditionally, when there is change of Presidency, the Congress witnesses a passage of lots of "last minute" politically charged bills in the form of unainimous consent.
