long term Real estate in towns ki idi pedda setback, towns in southindia like in tamil nadu ,Karnataka are growing faster but not in case of AP ...people will be the losers మున్సిపాలిటీలకు కేంద్రం షాక్!మున్సిపాలిటీలకు కేంద్రం షాక్! ణల్గొన్డహైదరాబాద్, మేజర్న్యూస్: మున్సిపాలిటీలకు కేంద్ర ప్రభుత్వం మరో పెద్ద షాక్ ఇచ్చింది. ఎన్నికలు నిర్వహించని కారణంగా పదమూడవ ప్రణాళిక సంఘం నుంచి వచ్చే గ్రాంటు నిధులను పూర్తిగా నిలిపివేసిన కేంద్రం, జాతీయ పట్టణ నవీకరణ పథకం ద్వారా అందిస్తున్న నిధుల్లో భారీగా కోత విధించింది. మున్సిపాలిటీలలో కనీస వసతులు మెరుగుపరచటం, పారిశుద్ధ్య నిర్వహణ, తాగునీటి సరఫరాకోసం కేంద్ర ప్రభుత్వం జాతీయ పట్టణ నవీకరణ పథకం ద్వారా అందిస్తున్న నిధులలో కోతపెట్టింది. జాతీయ పట్టణ నవీకరణ పథకం మొదటిదశ కింద రాష్ట్రంలోని పలు మున్సిపాలిటీలలో తాగునీటి సరఫరా మెరుగు, పారిశుద్ధ్య కార్యక్రమాల నిర్వహణ, ప్రజలకు మెరుగెైన కనీస వసతుల కోసం భారీ ఎత్తున కేటాయింపులు నెరపడంతో రెండో దశ కూడా భారీగా నిధులు రాబట్టుకోవాల న్న రాష్ట్ర ప్రభుత్వ ఆశలపెై కేంద్రం నీళ్లు చల్లింది. జాతీయ పట్టణ నవీకరణ పథకం ద్వారా మున్సిపాలిటీలకు భారీగా నిధులు వచ్చిపడుతుండటంతో రాష్ట్రంలో నూతనంగా 46 చిన్న పట్టణాలను మున్సిపాలిటీలుగా ఏర్పాటు చేసి నిధులు రాబట్టుకొనేందుకు వేసిన ప్రణాళికలకు షాక్కొట్టింది. మున్సిపాలిటీల సమగ్ర అభివృద్ధి కోసం ముందస్తుగా ప్రభుత్వం ప్రణాళికలు కూడా తయారు చేసింది. అయితే జాతీయ పట్టణ నవీకరణ పథకం రెండో దశలో చేపట్టబోయే ప్రాజెక్టులు, మౌలికవసతులు కల్పన పనులకు 50శాతం నిధులు మాత్రమే ఇవ్వనున్నట్లు కేం ద్రం స్పష్టం చేసింది. మొదటి దశలో ఈ పథకం ద్వారా 80 శాతం కేంద్రం, 20శాతం రాష్ట్ర ప్రభుత్వం, స్థానిక సంస్థలు వాటా నిధులు భరించాయి. చిన్న పట్టణాలకు భారం జాతీయ పట్టణ నవీకరణ పథకం రెండో దశ చిన్న పట్టణాలకు పెనుభారంగా మారనుంది. అసలే ఆర్థిక ఇబ్బందులతో అల్లాడుతున్న మున్సిపాలిటీలు రెండో దశ ప్రాజెక్టులు దరికిచేరే అవకాశం లేదు. కేంద్ర ఇచ్చే 50శాతం నిధులతో పాటు రాష్ట్ర ప్రభుత్వం, స్థాని సంస్థ లు కూడా అంతే భరించాల్సి ఉండటంతో మున్సిపాలిటీల అభివృద్ధిపెై నీలిమేఘాలు కమ్ముకున్నాయి. 5లక్షలలోపు జనాభా గల పట్టణాలకు కేంద్ర నుంచి ఇదివరకు 80 శాతం గ్రాంటు లభించేది. మిగతాదాంట్లో రాష్ట్ర ప్రభుత్వం 10 శాతం, మునిసిపాలిటీలు 10శాతం చొప్పున భరించాల్సి ఉండేంది. అయితే స్థానిక సంస్థలు చెల్లించాల్సిన నిధులనూ రాష్ట్ర ప్రభుత్వమే భరిస్తుందని అప్పటి ముఖ్యమంత్రి రాజశేఖరరెడ్డి ప్రకటించారు. ఆ మేరకు ఆ నిధులనూ రాష్ట్ర ప్రభుత్వమే భరిస్తూ వస్తున్నది.అయితే వచ్చే ఆర్థిక సంవత్సరం నుంచి ప్రారంభమయ్యే రెండోదశ జాతీయ పట్టణ నవీకరణ పథకానికి నిధుల కేటాయింపులలో కేంద్రం మార్పులు చేసింది. పదిలక్షలకు పెైగా జనాభా ఉన్న పట్టణాలకు 35నుంచి 50శాతం గ్రాంటు, 5లక్షల నుంచి పది లక్షలలోపు జనాభా ఉన్న పట్టణాలకు 50శాతం నుంచి 65వరకు గ్రాంటును మంజూరుచేసింది. రెండోదశ పథకాన్ని 66వేల కోట్లతో ప్రారంభించనుంది. అంతే మొత్తంలో రాష్ట్ర ప్రభుత్వాలు, స్థానిక సంస్థలు భరించాలని షరతు విధించనుంది. ఇప్పటికే తీవ్ర ఆర్థిక ఇబ్బందుల్లో ఉన్న మునిసిపాలిటీలు కొత్త విధానంతో నిధుల కటకట ఎదుర్కొనే అవకాశముంది. తొలిదశలో రాష్ట్రంలోని సుమారు 60కిపెైగా మున్సిపాలిటీలకు కేంద్రం నిధులు సమకూర్చింది. మిగిలిన అన్ని మున్సిపాలిటీలను రెండో దశ పరిధిలోకి తేవాలని ప్రభుత్వం ప్రణాళికలు సిద్ధం చేసింది. దీనితో పాటు కొత్తగా ఏర్పాటు చేసిన 46 మునిసిపాలిటీలు, నగర పంచాయతీలు ఆర్థిక ఇబ్బందు లు మరో పక్క సిబ్బంది కొరతతో అల్లాడుతున్నాయి. కనీ సం వీధిదీపాలకు సైతం బిల్లులు చెల్లించే దుస్థితిలో ఉన్నా యి. ఈ విషయంలో ప్రభుత్వం ఏ మేరకు నిర్ణయం తీసు కుంటుందోనని స్థానిక సంస్థలు ఎదురుచూస్తున్నాయి Hello world "corruption",Narco Nakko Jagan Intl Asato ma sad gamaya |
