Easiest way is flash .even you can pose & animate it easily by using rigging tools updated in latest versions.
Photoshop case is different.you can create best quality if you have fine arts (drawing and art)Knowledge .for backgrounds and matte painting Photoshop is best .
Maya is other case ,where you can develop 3d characters with depth .but modeling (char designing)takes lots of time compared to Photoshop and flash and texturing(coloring),rendering ( output- image or video) needs best configuration system and time consuming also.

What is the easiest way to develop the characters,should I use flash or photoshop?

Also when using maya,I have a polygon sphere in object mode and when I use the edge selector,the edge and vertex changes the color,and selection is not happening!
