Point #1 THERE IS NO AGREEMENT TO GIVE IT TO GAS PLANT ...
ONLY 13 AP PLANTS AND 1 FERTILIZER PLANT IN ANY PART OF THE COUNTRY
CAN BE GIVEN ALLOCATION

REPEATING NO OTHER PLANTS ARE ELIGIBLE BEFORE AP PLANTS .
