Good read this book.. huge but informative. Not much useful for people who has not lived in india though.Thoroughly researched effort esp on policy diff's btw various govts regarding education and decentralization.

A.P,WB,Bihar ni oka umbrella lo vesadu.. thought he has not much hope on these states. One thing i liked about this book is that - he is practical and offered ideas which are suited for our system.. he didnt try to reinvent the wheel.

I have a lot of preconceived notions about Nilekani mostly arising from my dislike of planners and schemers.
His points - ideas can be classified into 4 categories

1) ideas that have arrived
2) ideas in progress
3) ideas that we argue about
4) ideas that we need to anticipate

In India
Ideas that have arrived
1) Notion of people - looking at people as human capital instead of as a burden. (good point. thanks mostly to PV for that. going right direction but slowly.)
2) Rise of entrepreneurs. (This started out well but now we see rise of corporatism with big businesses virtually making laws for themselves. we can see this in telecom, banking, intl trade etc. not good for entrepreneurship. he thinks credit is going to help them. to an extent. but it needs to be very decentralized and in the control of state rather than central govt and intl banks)
3) acceptance of English - agree
4) technology - (i really don't understand what his problem is with prepaid phones. it is a beautiful thing that people are spending within their means. his point seems to be credit = wealth)
5) acceptance of globalization - agree
6) deepening of democracy - (i dont know about this. looking at our state i feel like we are going in the opposite direction of where we are supposed to be going)

Ideas in progress
1) Primary Education ( hint of central planning. bad)
2) Infrastructure (same)
3) Urbanization (jai chandrababu and jai china. no trust in agriculture. no talk about improving infrastructure for villages. urbanization is more of a problem than solution in India where you are just displacing millions with a promise of better life which is a myth)
4) India as a single market. Internal globalization (somewhat agree. but the bigger risk is more creative taxes like vat by central govt. states need to have a say in the amount of participation in this )

Ideas in conflict
1) Ideological differences like caste, reservations etc( no point made by nilekani saab here about solutions or ideas)
2) 93% of Indian labor is in unorganized sector. No health care, no social security. Wants new set of labor laws. (bp rising. neelakani gaaru endhi ee USA copying. listen to rajiv malhotra talk about unorganized sector. he got it right)
3) Deregulation of higher education - I agree not just for higher education but for any education

Ideas to anticipate
1) Technology for governance, direct benefits, transparency etc ( jai cts. this is like a shit sandwich. governance and transparency baane undhi kaani using technology to expand forced wealth/poverty distribution anedhi daridram)
2) Health issues (wants a modern pension system so you don't create entitlement problem. again assuming that people cannot save for their health and retirement. entitlement problem comes from politics and politicians creating entitlement expectations. we just need a party with spine that can set the expectations straight, not give tools and talking points to those parties)
3) Environment ( it is not clear what he wants here. no ideas presented)

I guess his point is lets work on Ideas that have arrived and Ideas that have arrived

overall i feel like he is another planner who has good intentions but his ideas are not based on an underlying principle which is just going to lead to License Raj - 2 which is corporatism. Instead of govt's iron foot on businesses, big businesses are going to have their foot on the govt.
eg: implementation of aadhaar card for the benefit of banks in the name of benefit to citizens

Basically he talks more like bureaucrat than a visionary. That is why these points don't appear in his ideas/schemes/plans
1) Individual liberties
2) Property rights
3) Agriculture
4) Decentralization
5) More freedom to states/cities/local bodies

He just wants to connect India into one large grid so it is easier for the planners and schemers to implement their ideas more effectively
