Sanman: I am sure there are harsher punishments but the focus is mostly on illegal content providers not users.
just having a seeding ticket is conviction , when the background check happens with INS for GC or citizen ship , these are very red flags and you will not get clearance that easily ..
shoplifting , copyright, drunk driving or driving and trying to find women ( underage girl friends or prostitues ) are serious offences if get caught ..
99% may able to manage not gettting caught , but these are not worthy risks
