Since the bill has already been approved in the senate , they can't go back and repeal the bill unless both parties vote in favor of it. As far as I know, a governor alone cannot repeal the bill unless he has enough majority votes from opposition party members. | ||

but the time frame to complete the project is too long...it will definitely attract a lot of detractors and if the project doesn't get up and running in the next 3 years, chances are it might be scrapped if a republican majority or GOV comes to power | ||
