The key is that local Govts here are active. There is local leadership that ppl have easy access to. And most importantly even the President/state secretary respects the jurisdiction of a Mayor. In India power hungry CMs, ministers, and MLAs made local Govts aka panchayats, corporations irrelevant by cutting their funds, and powers. And when it comes to Bob, Govt was a one man show.
