Now, although I am averse to state sponsored welfare schemes, some of these really make an impact, and this is about a group of such schemes. The one common complaint from all the PHC doctors was that their work load in the last 2-3 years has almost quadrupled, especially the administrative work. The reason for this was primarily because the number of hospital child-births had gone up by a factor of 4 or 5 times in each of the PHC! The state BJP government has started a scheme wherein every midwife is given 500 Rs (in the cheque form) for each referral of pregnant woman to the PHC, and then to augment that scheme is Yeddiyurappa�s favourite, Bhagya Lakshmi scheme which entails an insurance cover of 1 Lakh Rs for every girl child, which have made the pregnant women folk from the rural areas a happy lot. No wonder then, BSY gets a lot of rural woman voters backing him in election after election. Actually both these schemes (or their variants) have had their origins from Gujarat, but even the NRHM agrees that Karnataka is one of the states which has implemented them in a more robust manner. Social Scientists believe that implementation of these schemes will have a great positive effect on various social-health indicators of the state like infant mortality rate and sex ratios over the next 2-3 years. PHCs in collaboration with ISRO, Telemedicine and Tele-agriculture have indeed been transformed into village resource centres under the BSY regime, all they now need is augmenting the human resources � which was the next stage of delivery, when he had to unfortunately resign and has been halted since then by his successor for some mundane reasons.
