Excerpts: Question: The CBI has filed a 68-page chargesheet against you under the Prevention of Corruption Act. You are the Accused No. 1 in alleged quid pro quo investments into the Sakshi Group of industries in return for land sanctioned by the government at cheap rates. Answer: The CBI took eight months to file this chargesheet which proves nothing. There is no case. Hetero Group and Aurobindo Pharma were given land in Medak and Mahabubnagar, both backward districts. The land was idle for three years. What is wrong if land is given to companies which are creating employment? The Supreme Court has issued notices to six ministers on 26 orders issued by them during my father Y.S. Rajasekhara Reddy's term as chief minister. The government has chosen not to reply to these notices. What the CBI has done is to remove the governmentâs name and put in my father's name in the chargesheet. Question: Isn't it strange that the CBI has not questioned you even once, considering you are Accused No. 1? Answer: This probe is to intentionally damage my reputation, my character. Me being called or not called does not make any difference. My CAs, company secretaries and other officials have given the CBI all the details it sought. I only attend board meetings. Question: Is the CBI inquiry helping you gain strength politically. Answer: How can you say that? My people are behind bars! My people are constantly being called by the CBI and are at its beck and call! The pain this probe has caused me is immense. Question: The YSR-led Congress government had endeared itself to the poor with its welfare programmes. Is that the model you want to follow? Answer: I will do bigger things. Question: In your public speeches, you target Chandrababu Naidu more than the Congress. Are you keeping a door open for a truck with the Congress at any time in the future? Answer: At the state level, I will not have a tie-up with any party. At the central level, it is too early to say. And why don't you say Naidu is always targeting me more than the Congress? Question: What is your stand on Telangana? Answer: We have repeatedly said that it is the central government's prerogative to take a decision on Telangana. They should take a decision quickly and in a manner that justice is done. Question: Will you have a tie-up with the Telangana Rashtra Samiti? Answer: Our party will contest all 119 assembly seats in Telangana. Question: Will your friendship with Akhilesh Yadav, the UP chief minister, translate into a tie-up with the Samajwadi Party at the national level? The Congress unit in Andhra Pradesh has pioneered the most successful model of the capitalist-politician, providing manpower and money power to the party at the national level. But soon, it appears, thereâll be nothing left to give. The post-YSR saga of the grand old party goes from tragedy to farce. Three years after YSRâs death the CBI chargesheeted his son, Y.S. Jaganmohan Reddy, in some corruption cases last week. This comes after the recent wipeout of the Congress in the bypolls in Telangana and Kovur. Its chances look as bad for the forthcoming byelections to 18 seats, forced by the resignations of MLAs who have since joined Jaganâs party, the YSR Congress. Y.S. Rajasekhara Reddy, or YSR, who died in a helicopter crash, came back to power in 2009, when assembly and Lok Sabha elections were held simultaneously. The Telugu Desam had been reduced to five Lok Sabha seats. Now, the Telangana Rashtra Samiti (TRS) is in the ascendant in its strongholds, while Jaganâs party is growing in some others. The TDP too is gaining ground but looks like it may be losing momentum to Jagan. In Kovur, MLA Prasanna Kumar Reddy, who quit the TDP to join Jagan, won by a majority of nearly 25,000 votes. Hence, a seat which was traditionally the TDPâs went to the YSR Congress. This is a small but significant indication of the winds of change. At his ongoing âodarpuyatraâ in Guntur, Jagan announced that the byelections would be âa mini-election and signal the end of the Congress rule in Andhra Pradeshâ. Lagadapati Rajapoal, the Congress MP from Vijayawada, says regional affiliations in AP are all disturbed. âNothing can be called a TDP or Congress bastion now. We cannot go by the past to predict future election results,â he says. The Congress would benefit, he thinks, if the municipal body elections were to be held before the byelections. âJaganâs impact will definitely be curbed if he loses in local body polls,â he says. Congress leaders from Telangana now feel that the CBI case against Jagan has generated sympathy for him. âWe have created a platform where people are hero-worshipping him. The people of AP do not like anybody being suppressed. They immediately sympathise with such leaders,â says a Congress MP. Prof K. Nageshwar, political observer and MLC, sees Jagan as a bigger beneficiary than the TDP. âThe traditional Congress votebank, which is now disgruntled with the infighting and dissidence in the party and also its treatment of YSRâs family, will automatically favour Jagan.â He expects Jagan to lead in the byelections, followed by the TDP. Chief minister Kiran Kumar Reddy has not exactly endeared himself to the masses. Apart from his ongoing power struggle with PCC chief Botsa Satyanarayana, Kiran Kumar is seen as a man who sits on files. Following the arrest of two senior IAS officers in the Emaar and Jagan wealth case, bureaucrats are also scared of signing on anything. âHe is not a team leader and not open to any ideas,â says former minister P. Shankar Rao, who was sacked for his frequent outbursts against Kiran Kumar. While Chandrababu Naiduâs strengths lay in administration and IT, YSR was seen as a pro-poor, farmerâs CM. But with Kiran Kumar, there is no popular agenda. YSRâs image is all the more remarkable given the number of very rich MPs who came up under him. Lagadapati Rajagopal, G. Vivek, Madhu Goud Yaskhi, Kavuri Sambasiva Rao, Rayapati Sambasiva Rao and Rajya Sabha member T. Subbirami Reddy are among the wealthier of Congress MPs from Andhra Pradesh. Given the Telangana stir and the Jagan factor, the funding fount is likely to be overdrawn. Andhra Pradesh is a high poll expenditure state, with MLAs spending an average of Rs 10 crore per constituency. In some, voters are given Rs 500-1,000. âIf there are 1 lakh voters in a constituency, that expenditure alone amounts to Rs 5 crore,â says Nageshwar. Jagan.
