first of all this article from financial times editorial ..In andhra there is lot of discussion about corruption because of political enimies are involved ..why the same scale of agitation towards this wouldn't happen ? A spate of scandals offers a political opportunity The string of corruption scandals in India over the past 18 months has sullied the nation’s reputation. Now it is alleged that the government may have lost $210bn by selling its coalfields too cheaply in a controversial privatisation. The revelations – leaked from a draft report by the national auditor – have sparked an outcry. According to the report, the notional losses were incurred when the Congress-led coalition government allocated coal blocks to a group of state-owned companies and leading industrialists, rather than auctioning the assets in an open and transparent manner. Despite the government’s proclaimed commitment to reform, the biggest offender against the principles of transparency and accountability appears to be the state itself. Scandals have now broken over the state’s sale of telecom licences last year and other mining assets. These have sapped the authority of the coalition government led by Manmohan Singh. Even though the prime minister is not implicated personally, his reputation as the honest broker of Indian politics is tarnished. He would have done better to have resigned last year in the wake of the telecoms scandal Instead, the elderly Mr Singh has been compelled to remain in charge because there is no successor within the Congress party acceptable to Sonia Gandhi, the power behind the PM. As a result the government is drifting badly, as shown by the decision in last week’s budget to impose a retroactive tax on foreign investment, shaking investors’ confidence at a time when the economy is slowing. India desperately needs fresh impetus for economic reforms on a scale of those led by Mr Singh in the 1990s when the country’s growth took off. The difficulty is that the government fears a populist backlash as voters see liberalisation benefiting only well-positioned insiders. Beyond structural economic reform is a need for more transparent processes when government grants permits and licences. Many of the parties in the coalition will protest. So, too, will entrenched business interests. But the present system of closed deals smacks of Russian-style cronyism. Further reforms must be cleansed of corruption if they are to be judged legitimate. Public outrage will serve its purpose if it promotes the transformation of today’s corrupt politics. In this sense, the latest scandal has a silver lining. The facts are coming out and the courts are insisting on accountability. Democracy at work.
