As this reporter speculated earlier this morning, it appears that the negotiation among the three key Senators, Schumer, Grassley, and Brown has been making some in-road to comprise to "probably" to Schumer bill that combines H.R. 3012 and Irish E-3 visa bill. Senator Schumer earlier announced that he was willing to give up illegal Irish relief porttion of his bill and keep just legal Irish E-3 visa provision in his bill. That narrow down to a small difference between Sen. Brown bill and Sen. Schumer bill involving H.R. 3012. Brown bill did not include H.R. 3012. However, Sen. Brown afterwards conceded that he was willing to accept H.R. 3012 as part of the compromise. There was also one report earlier that Sen. Grassley was focusing on the tightening of the eligibility of Irish E-3 visa applicants to advanced level of professionals. Inasmuch as Sen. Grassley would drop his earlier position to add H-1B and L-1 restriction provisions to the bill, there is indeed some chance that the final product of the bi-partisan tri-party compromise can lead to the passage of the bill in the Senate. Please pay attention to the "dynamics" of the on-going compromise in the negotiation. We are trying to connect from dot to dot to assess the development.
