Hyderabad, Feb 28: It is now getting clearer that the center has decided against conceding Telangana state and the UPA government is preparing a proposal to constitute a 'Development Council' with special powers and funds for intensive development of the Telangana region.The UPA government has initially decided to announce this proposal after elections in five states. Now it is being said that the announcement would not be made until the by-elections for 7 seats including 6 in Telangana, scheduled for March 18.
It is being stated that the center would offer to create the Regional Council, with a corpus fund of Rs. 20,000 crores, in a deliberate attempt at implementation of the sixth recommendation of the Sri Krishna Committee report. Sri Krishna Committee's sixth recommendation has said that while keeping the state united, there should be a Regional Council for political empowerment and social and economic development of the Telangana region. It is learnt that the proposed council would be on the lines of the Darjeeling Development Council.
It is learnt that the Congress High Command also has felt that apart from creating this council, it should also take up the Pranahita Chevella project, which would help rapid development of the Telangana region. The party leadership also appears to be of the view that Polavaram project also should be taken up, so that there would not be discontent in the Andhra region.
However, Telangana protagonists are categorically rejecting this proposal, by saying that this is an expired medicine. They point that this experiment was already made and failed. The Regional Development Councils set up for all the three regions 50 years ago has failed miserably, they point out. The councils were diluted by the successive governments and finally became defunct. Chairmen of the Councils were given cabinet status. But the decoration stopped there.
Apart from cabinet status, an office, a vehicle and a skeleton staff, none of these councils were given anything else. There were no funds other than office expenses. As such, these Chairmen posts lost their glamour and no one showed any interest in accepting these posts.
Telangana leaders and particularly the TRS are most likely to oppose this proposal and fight back, for achieving Telangana and nothing short of it
