antha ledule. they are not one block. you can see the MLC election pattern for teachers representatives. they have something called Guild. like union here. they have all parties in that. its not that all teachers will vote for cong. the pattern will be the same. with EVM, the chances for mischief have become less. it's not their personal vote that is the problem. in uneducated voting segments, they confuse the illiterate voters and make them vote for a party. EK there you see the exact problem. Teachers, state Govt employees, or who ever are not school kids to hold a stick and control them. What is needed is a system of accountability from top to bottom. Majority work with sincerity not if there is going to be an "akasmika thanikee" once in a year, but if their sincerity will be rewarded. And a CM's job is to build such a system where sincerity will be rewarded, and bad work ethic will be punished, not to go and check office attendance registers. Take any Govt office in India, an officer does not have much control on his subordinates. He can neither punish, not reward any employee. The superior man understands what is right.
