The terror attacks in Kashgar town that borders Pakistan-occupied Kashmir were the latest in a series of blasts and gunbattles aimed at triggering riots between the indigenous Uighur community and Han settlers. "A group of religious extremists led by culprits trained in overseas terrorist camps was behind the attack," a Kashgar government statement said. The Chinese statement is significant because it comes amid ISI chief Ahmed Shuja Pasha's tour of China and shows a shift that recognizes Pakistan's role as a terror disseminator in the region . It clearly has clearance from the highest authorities in Beijing. Pasha was travelling through the province on Sunday when violence broke out. It also adds further credence to India's contention that Pakistan shelters and trains terrorists in several training camps. These elements foment trouble in Islamist hotspots both across the border and as far away as Chechnya and central Asia. | ||

But the Chinese foreign ministry refrained from naming Pakistan in its closely calibrated response to a question about the 10-minute video showing Turkestan Islamic Party leader Abdul Shakoor Damla claiming responsibility for the violence. "I haven't seen the video you mentioned. Our principled position is that at present, a small handful of terrorist forces..,out of motives of splitting China, are conducting rampant violent terrorist activities within China's border [to] seriously undermine China's national unity, and regional peace and stability," Liu Weimin, the spokesperson, said. This is significant because even Pakistani foreign minister Hina Rabbani Khar did not categorically deny the presence of East Turkmenistan Islamic Movement training camps in Pakistan. The Chinese police recently identified Tiliwaldi as a suspect and said he was shot down and killed after the attacks last July. The United States-based SITE Intelligence Group confirmed that the video was made by the TIP, the Associated Press reported. At Thursday's press conference, the foreign ministry spokesman said China was in favor of "international efforts to jointly combat terrorism". Pakistan foreign minister Hina Rabbani Khar did not categorically deny that training camps of terrorists were based in her country during her recent visit to Beijing. "If you are saying, 'Does it [ETIM] have any base in Pakistan?' We do not know," Khar said during a visit to Beijing last month. "And if there is any such issue, as far as this particular group is concerned, then as I have said clearly, we would like to cooperate further...". The local government of Kashgar, one of the two towns to be hit by violence, recently blamed Pakistan as the source of arms and training for terrorists operating on the border region.
