NEW DELHI: Andhra Pradesh today sought the Centre's permission to lay extensive gas distribution network to take natural gas sourced from the state and the adjoining Bay of Bengal to the intended beneficiaries.

In his speech at the NDC Meet, State Chief Minister N Kiran Kumar Reddy said the state Government has decided to obtain "maximum benefit of this important natural resource which at the moment, is moving to other parts of the country for lack of connectivity development."

"We have good demand within our state and we have approached Government of India and its regulator to permit us to lay extensive gas distribution network to take the gas to the intended beneficiaries which in turn will optimize our state's economy and propel industrial development," he said.

Stating that Andhra Pradesh and its adjoining sea has become a major source of natural gas for the country, Reddy requested the Centre to take steps to "authorize it immediately" for construction of two trunk pipelines -- Kakinada-Basudevpur-Howrah and Kakinada-Vijayawada- Nellore-Chennai.

"The state government is keen to develop in collaboration with Government of India, a RLING terminal and take active steps in this regard," he said.

The Chief Minister also sought the Prime Minister's "indulgence" in ensuring that it gets "due priority in allocation of natural gas for its "optimal development and to mitigate the difficulties of the power plants and industry which are presently "starved and operate at sub-optimal level for want of natural gas".

New Delhi: Chief minister N Kiran Kumar Reddy surprised the dignitaries present at the meeting of the National Development Council (NDC) including Prime Minister Manmohan Singh here on Saturday with his conspicuous absence.
Some minutes after the NDC meeting began at 9.30 am, the PM announced that the day’s deliberations would begin with the remarks of the chief ministers in alphabetic order and called for Kiran Kumar to make his presentation. But to everybody’s surprise, the AP CM’s seat was vacant. West Bengal chief minister Mamata Banerjee was then asked to speak.
It turned out that Kiran Kumar had an appointment with Congress president Sonia Gandhi at 10.15 am and had to rush to 10 Janpath from the NDC meet. In the process, he skipped the NDC inaugural speech of Manmohan Singh as well as the opening remarks of Montek Singh Ahluwalia, deputy chairman of the Planning commission.
The CM rejoined the NDC meeting and spoke of the priorities of the state in the 12th plan period. “The state is confident of achieving a growth rate of 10 per cent during the 12th Plan period,” Reddy announced in the meeting. Elaborating on the strategy, he said the sectoral growth targets of 6% for agriculture, 10.5% for industry and 11.5% for services had been fixed.
Kiran Kumar also urged the NDC to give due priority to the state in the allocation of gas as the state was planning to develop a RLNG terminal in collaboration with the Centre. “The Centre should give due priority in the allocation of natural gas for the state given the fact that the power plants and industry are operating at sub-optimal level for want of natural gas,” he said.
Talking about the government’s efforts to contain Naxalism in the state, the chief minister said there was a need to focus on the districts which share border with other states. He urged the Centre to extend the Integrated Action Plan (IAP) for 6 more Naxal inflicted districts in the neighbouring states, which were already categorized under LWE Special Development Plan (SDP).
The CM also urged the Centre to speedily work for the consensus on the Good and Service Tax (GST) which he said would help higher growth rate.
Seeking more flexibility in the implementation and financing of the centrally sponsored schemes, the chief minister opined that the states should have freedom to take care of their priorities.
