Contract ni only 'upgrade' cheskovachhu and not 'downgrade'. ie, you must buy a dataplan that is >= to your current dataplan on iphone. Basic gaa, you must keep iphone dataplan for atleast 2yrs to get the discounted rate of $199. And to you question why not be under contract instead of paying 700+, even i dont get this.
