This is what the FIR filed by the Central Bureau of Investigation (CBI) naming Y S Jaganmohan Reddy as Accused number 1, says on page 27. ``The above acts reveal the commission of cognizable offences of Criminal Conspiracy, Cheating, Criminal Breach of Trust, Falsification of Accounts and Criminal Misconduct by Sri. Y.S. Jagan Mohan Reddy along with his father Late Shri. Y.S. Rajasekhara Reddy, Sri Vijay Sai Reddy, Sri Nimmagadda Prasad, the Directors / Promoters of M/s. Sandur Power Co. Ltd.’’ It is quite evident that the FIR is as much a commentary on the manner in which Jagan’s dad YSR administered Andhra Pradesh between 2004 and 2009. Culled primarily from the petitions filed by Andhra Pradesh Textiles minister P Shanker Rao and TDP leader Yerran Naidu before the Andhra Pradesh High court, the FIR talks of how scores of benami companies were formed to create an alleged web of deceit to facilitate a flourishing business empire for Jagan. That in a nutshell, is the recurring theme in the chargesheet. Reading it, I was reminded of Kundan Shah's classic `Jaane Bhi Do Yaaro', a film made in 1983, whose focus was on the nexus between unscrupulous builders and corrupt bureaucrats. The film is as relevant today, all you need to do is to add a few more zeroes. In the film, Satish Shah, who plays a corrupt municipal commissioner, says ``Thoda khao, thoda phenko'' meaning to say ``you eat and let some others eat too''. YSR's model of governance, political analyst K Nageshwar says, followed a similar participatory model. ``During his five years in power, YSR delivered both schemes and scams. Now Jagan wants the legacy of only the schemes but does not want the taint of the scams to stick to him.'' In fact, no one wants to come anywhere near the stink of the scam. Especially those in the YSR cabinet, whose notings and signatures are likely to be there on several files. ``We did as per YSR's diktat'' is likely to be the tune each one of those ministers would sing to the CBI as none of them would want their political career to be derailed long after the ink has dried on the files. But then all FIRs do look impressive on paper. The CBI has the tough job of proving the criminal conspiracy angle in each of the transactions. What will make it more complex is that the CBI is walking on a political minefield. It is anyone's guess that political masters in the Congress are calling the shots and they will decide how much pressure is to be applied and when. Don't forget, this is not a simple corruption case of X giving money to Y for a favour. CBI sources say the channelising of funds has taken place by creating several intermediary firms so that it is a cumbersome and long-winded process to trace the money trail. But then having handled the 2G case, where a similar modus operandi was used, the CBI by now should know politicians are good at geography and know exactly where Mauritius, Cayman Islands etc are located. Also if the Congress wants the country to believe that YSR and Son indulged in the kind of corruption that the CBI claims, and the party did not have a whiff of it, even its own shadow won't believe it. Chandrababu Naidu used to cry hoarse over the contractor-raj that was the hallmark of the YSR rule. I remember him telling me how YSR had bought over every leader in Delhi, so that they turn a blind eye to what he does in Andhra Pradesh. Again, the participatory model at work. For the Congress, the bigger headache is how to distance itself from YSR. It is handicapped by the absence of a tall leader, who can fill YSR's shoes. What happens to Jagan? For someone who has been at the Odarpu yatra for the past many months, wiping tears of those who lost a dear one, apparently after YSR's death, he will need some Odarpu himself now. He is trying to bat like Yusuf Pathan by threatening the life of the Kiran Kumar Reddy government. He is banking on the support of the people in the coastal Andhra and Rayalaseema regions, should there be byelections, or even better for him, if the government falls. He would hope there is no moral outrage against corruption, the kind that saw the downfall of the Karunanidhi empire in Tamilnadu. Which is why the Jagan group is trying to keep the focus on YSR. How a deceitful Congress has sullied the name of the leader who brought it to power in 2004 and 2009. And that the son is being targeted because he dared to walk out of the party. For the Congress, which sees Jagan as a huge threat, this is the time to finish him off politically. His party is still amorphous. And if the CBI seals his bank accounts, Jagan's business empire especially his media house Sakshi could be in the ICU. That would be a huge blow. At the moment, Chandrababu Naidu is banking on people to recoil with moral outrage. Which is why he is pedalling high-speed to be on the anti-corruption vehicle of Anna Hazare. He would hope to be the cat that will take away the bread while the Congress and Jagan fight it out. But then politics, like cricket is a funny game. Never rule out Jagan shaking hands with the same Congress hand that is now out to bite him, in the event of him coming good at the hustings. As Nageshwar puts it, at the moment, it is a low pressure area over the Jagan Bay. How much destruction it causes, will depend on whether it develops into a deep depression and eventually a cyclone. Andhra Pradesh is watching. | ||
