HYDERABAD: Cables disclosed by the whistleblower website WikiLeaks show that the US Consulate in Hyderabad has been keeping a watch on the Telangana agitation and its implications for the state and country ever since the movement flared up in late 2009. The cables sent by consulate officials to their principals were published by WikiLeaks (www.wikileaks.org) on August 26. Although most of the unclassified cables are reports of events published in the local media and observations by local analysts, some of them include inputs on important aspects of the movement given by important figures particularly over the events of Dec 2009-Jan 2010. Among these is the naxalites’ role in the movement. One of the cables, dated Dec. 12, 2009, acknowledges media reports that “naxalite elements were using the pro-Telangana student movement to move from rural AP to urban pockets in order to instigate violence.” It goes on to pick up quotes by personalities such as former PCC chief D Srinivas and IGP A R Anuradha stating that naxalite infiltration of the agitation is a fact. The IGP is quoted as saying, “We have received intelligence that the movement has gone out of the students’ hands and that Maoists and other professional agitators are moving in.” Another cable, dated Jan. 5, 2010, cites local contacts and media reports that “law enforcement believes CPI (Maoist) elements are helping to organize some of the TSJAC activities.” It goes on to say, “Deputy Speaker of the AP Legislative Assembly N Manohar told CongenOff (consul general officials) that the police are convinced that, like in 1969, the current unrest over Telangana statehood will result in a successful recruiting campaign by Naxalite forces in the region. He noted that many former Naxalite leaders emerged from the earlier agitations and they garnered significant sympathy throughout Telangana due to their support of statehood.” Contacted by Express, Manohar, now the Speaker, acknowledged meeting the then US consul general Cornelis M Keur in the normal course of his duties, but did not recall a conversation with him on the Telangana agitation and Maoist recruitment. Manohar said the views suggested in the cables were not his and it was not in his nature “to discuss such things with foreigners.” The period referred to in these cables also saw the unceremonious exit of then governor N D Tiwari, about whom one of the cables (Dec 28, 2009) comments, “In meetings with Congenoffs over the past wo years, Governor Tiwari appeared at times to have a shaky grip on current affairs in the state.” About Tiwari’s successor E S L Narasimhan, the same cable says, “But if the situation escalates and there are outbreaks of civil unrest, the appointment of the effective and efficient ELS (sic) Narasimhan might prove to be an asset for the state.” About impact of agitation on US interests, a cable filed by consul official Juliet Wurr wrote, “So far American businesses are unfazed, even as both political solution and future status of Hyderabad remain uncertain.” In the same cable, Wurr observed that TDP president Chandrababu Naidu stepped back from his promise to back Telangana statehood only a day after stating that his party would not oppose a resolution. “He was seemingly stunned by the mass resignation of TDP MLAs from Rayalaseema and Coastal Andhra - the heartland of the party’s vote bank and a major source of the party’s financial support.” About the leader of the Telangana Rashtra Samiti K Chandrasekhar Rao, one cable, dated Dec. 12, 2009, states, “While KCR is credited with reviving Telangana movement, many consider him a political survivor rather than a standard bearer for the cause.
