For the first time in the Andhra Pradesh Legislative Assembly history, a Speaker has issued privilege notices to two members of the House by invoking his extraordinary powers, and sought their explanation on why contempt proceedings should not be initiated against them. Normally, it is the members who bring to the Speakerâs notice about breach of privilege committed by non-members. Mr Nadendla Manohar issued notices to two Telugu Desam rebel MLAs Mr Nagam Janardhan Reddy and Mr K. Harishwar Reddy for bringing disrepute to him and to the House by trying to lodge a âmissingâ complaint with the Saifabad police against him while he was away on a foreign trip recently. Mr Manohar who reached his office in Assembly on Tuesday went through the relevant documents under the special privileges including the particular references in Koul and Shakdherâs Practice and Procedure of Parliament and issued notices to the two MLAs. In the notice it was mentioned that nobody, including members of the House, should ridicule, or lower the authority of the Speaker and sought their explanation within a week on why proceedings under contempt of House should not be initiated. A few days ago, Mr Nagam and Mr Hariswar went to Saifabad police station and tried to lodge a missing complaint against the Speaker who according to them had not intimated them regarding his whereabouts since July 23. | ||
