According to the background note prepared by the state plan department of the Planning Commission for the plan discussion with the Chief Minister, Mr N. Kiran Kumar Reddy, on Friday, the percentage of utilisation of total available funds for NREGA in the state is 52.31 per cent, which is lower than the national average of 54.43 per cent during the previous financial year (2010-11). Given the data available with the Planning Commission, sources said that during the scheduled meeting with the Chief Minister on Friday, the Panel deputy chairman, Mr Montek Singh Ahluwalia, and other members may indulge in some pep talk. “Financial performance with respect to MGNREGA needs to be pushed up by the state,” the background note observed. Even in case of works being taken up under the MGNREGA programmes, the number of completed jobs is far below the state’s previous track record. In Khammam district, it came to light that most of the work taken up under BRGF last year were not completed though records suggest that the sanctioned money was 'spent' but the zila parishad members insisted that this year's works be sanctioned immediately. In one north Telangana district, the zila parishad authorities reportedly gave in to the demands of the members and accorded 'administrative sanction' for BRGF works in one go. The zila parishad members went a step further and took their case to Chief Minister N Kiran Kumar Reddy through the district minister Ponnala Lakshmaiah. "Their plea was that all the work be sanctioned in one go and the entire amount be appropriated among the zila parishad members. Not for a separate state, but, for a share in the pie called Backward Regions Grant Fund (BRGF). The battles are literally being played out in the open as the so-called people's representatives, cutting across party lines, are squabbling for their share in the pie. The elected representatives, who did not conduct the zila parishad meetings as stipulated in the last 18 months in the name of the statehood agitation, have been showing undue urgency in completing the formalities now as more than Rs 300 crore worth works are said to be at stake. The BRGF works apart, the link road works under Mahatma Gandhi National Rural Employment Guarantee Programme amounting to another Rs 350 crore in Telangana districts, are also to be taken up this year, official sources say.
