The case dates back to December 1998 and relates to the custodial torture of one Naran Sudha alias Naran Jadav, who was arrested in July 1997 for an alleged terror conspiracy in Porbandar district. Bhatt, now a Deputy Inspector General posted at the SRP training school in Junagadh district, was the Porbandar SP then. A magisterial court in Porbandar had ordered criminal proceedings against Bhatt in December 1998 in the wake of a complaint lodged by Naran Jadav. Jadav was arrested along with some others for an alleged terror conspiracy and the Porbandar police had claimed to have recovered some weapons and ammunition from them. The offence was registered at Kamalbaug Police Station of Porbandar. Jadav was one of those charged on several counts, including sedition. | ||

In fact, whether it is Lok Sabha elections in which BJP's star candidate LK Advani represents the area, or the assembly polls, the Gandhinagar assembly segment has voted against the BJP for the last one decade - except in December 2007 assembly polls. "We know Modi better than anyone else," commented a class two employee, who said he voted for the Congress because he had found "Modi always reluctant to interact with the employees". The BJP particularly fared badly in old sectors, like 27, 28, 29, where fruits of development are entirely missing. Said Manubhai Patel, Sachivalaya employees' union leader, "In new Gandhinagar sectors, ranging from one to eight, where development has taken place and where Sachivalaya employees live, BJP has performed well. But it is the older sectors where non-Sachivalaya government staff lives, the Congress has done much better." In fact, the view is strong among babus that the Congress would have performed even better if the state government had stuck to its earlier decision to give just half-a-day leave to its employees working in Gandhinagar on the poll day. "A big chunk of employees went on leave as the poll day, April 19, happened to be Tuesday," one official said, adding, "Many employees took leave on Monday and went out of the town and didn't vote." "When we went to vote, we obviously thought how the government wasn't not keen to implement the 6th Pay Commission recommendations," a state employee said, adding, "The new system of promoting employees on the basis of merit instead of seniority has left many of us angry."
