Has Finance Minister Pranab Mukherjee copied Telugu Desam Party president N Chandrababu Naidu’s pet scheme of "Direct Cash Transfer"? The answer is yes, according to former finance minister and assembly speaker Yanamala Ramakrishnudu. "The direct cash transfer scheme announced by the finance minister in the budget is nothing but a replica of our party president’s brainchild, he said. It may be mentioned that Naidu, in a recent letter to Prime Minister Manmohan Singh, sought implementation of "Cash Transfer" scheme for the poor as it is the best way to plug the leakages in subsidy schemes. And Pranab said exactly the same while presenting the budget. Concerned over the misuse of subsidies provided under various schemes, the Finance Minister said the government would provide a direct cash subsidy on kerosene and fertilisers to the poor from March next year. In order to ensure greater cost efficiency and better delivery for both kerosene and fertilizer, the government will move toward direct transfer of cash subsidy for people below poverty line (BPL) in a phased manner, Pranab said, adding that a task force headed by Nandan Nilekani is working out the modalities for the proposed system of direct transfer of cash subsidy.
