CM PRESENTS COUNTRY'S FIRST STATE AGRI BUDGET

World Agriculture Investment Summit in June

Mega Dairy at Mysore with funding from KMF

Bangalore, Feb.24- As a curtain-raiser to this year's State Annual Budget, Chief Minister B.S. Yeddyurappa presented a separate Agriculture Budget for farmers for the first time in the history of the country here today.

Earlier, the CM arrived at the Vidhana Soudha to present the BJP Government's fourth budget after seeking divine blessings.

Saying that farmers are the backbone of the economy of the country and steps are being taken to increase the production of agriculture, he added that agricultural loans would be sanctioned at one percent interest rate.

Continuing, the CM said a single window scheme will be introduced to help the farmers.

Rs. 2 lakh insurance for farmers, Rs. 1,000 crore for renovation of ponds and lakes, Rs. 3,900 crore for supply of electricity to IP sets, Rs. 125 crore for Bio Farming and Rs. 100 crore for drip irrigation, Rs. 10 crore as incentives for fish farming, Construction of 50 new fish markets at Rs. 5 crore are some of the highlights of the budget.

The CM stated that training would be given to five lakh farmers in organic farming. Around 2,000 houses will be built at Rs. 60,000 each for fishermen and stipend will be given for agricultural students. A software programme will be developed for documentation of land records and Rs. 17,850 crore allocated for the agricultural sector.

Other salient points in the budget include:

• Karnataka agricultural development policy to be strengthened. • Rs. 289 crore sanctioned to improve Krishna project. • Rs. 17,850 crore allocation for the agricultural sector. • Rs. 2,123 crore for uninterrupted power supply to farmers. • Interest free loans for higher education for farmers' children. • Agriculture revolving funds to be increased to Rs. 1,000 crore. • Rs. 100 crore for small ports. • Rs. 200 crore for organic farming. • Seeds to be supplied to farmers at 50 percent subsidy. • Rs. 9 crore to encourage paddy and sugarcane production. • Rs 25 crore for coconut cultivation. • More neera processing units to be set up. • Exemption of VAT for floriculture. • Rs. 2 crore to combat diseases that afflict areca plantation. • Rs. 10 crore for APMCs across the State. • Veterinary colleges to be set up in Gadag and Athani.

State Budget highlights

The State Budget was being presented by Chief Minister B.S. Yeddyurappa at the time we went to press at 2 pm.

• No 6th Pay Commission for State Govt. employees.

• State plan outlay for 2011-12 kept at Rs. 38,070 crore.

• Plan expenditure has increased by 16.1%; Non-plan expenditure expected to increase by 7.7% in the first 10 months.

• State Govt. is contributing 50% cost of 16 railway projects.

• Rs. 67,792 earmarked for infrastructure development.

• Rs. 120 crore for new airports.

• Rs. 30 crore for sharing cost of railway overbridge and underbridge projects.

• Rs. 1,300 crore for highway development.

• Rs. 50 crore for Kodagu road development.

Sector-wise expenditure

• Commerce and industry - Rs. 1,457 crore.

• Urban Development - Rs. 7,710 crore.

• Revenue - Rs. 2,415 crore; • Housing - Rs. 1,194 crore.

• Women & Child Welfare - 2319 crore.

• Health & Family - 3,254 crore.

United by land scams

Very few chief ministers have lasted their full term in Karnataka, but all of them have had one thing in common: allotting land at throw-away prices, mostly to relatives. Even G category plots-given out of turn, at the chief minister's discretion, to eminent state personalities or "persons in public life"-have reportedly been allotted to friends and domestic helps.

Despite details of land scams surfacing every day, former chief ministers, including S.M. Krishna, Dharam Singh, H.D. Deve Gowda, have not returned an inch of the land in their possession.

The current Government has filed a case before the Karnataka Lokayukta against bulk sites - 46 G category plots in two months - allotted by H.D. Kumaraswamy in 2007 when he was chief minister. In 2004, then chief minister Dharam Singh allotted 15 G category plots to people working in his "personal department", which included his domestic help and driver.

In June 2007, ex-MLA Kumar Bangarappa, son of former chief minister S. Bangarappa, was allotted a G category plot for Rs 8.57 lakh. He sold it for Rs 85 lakh in three days, flouting a Bangalore Development Authority (BDA) rule that states land can only be sold after 10 years of purchase. The buyer, Madhu Dandobaba, resold the land for Rs 1.25 crore within five months. The Karnataka High Court has ordered a probe and has also stalled the allotment of G category plots.

Chief Minister B.S. Yeddyurappa, in the eye of a raging land scam storm, has managed to salvage his image, to an extent, by going on a land-returning spree. Last week, his sons, B.Y. Vijayendra and B.Y. Raghavendra, and son-in-law Sohan Kumar returned close to two acres that had been denotified in their names. His daughter Uma Devi returned two acres of industrial land to the Karnataka Industrial Area Development Authority. Raghavendra also returned a 50x80 sq ft site allotted to him under the G category at Bangalore's posh Rajmahal Vilas Layout, currently estimated at Rs 2 crore, collecting the Rs 10 lakh he had paid for it. Yeddyurappa's sister B.S. Premanna surrendered an allotted site to the BDA.


The chief minister, meanwhile, declared his assets early this week in a letter to BJP President Nitin Gadkari, stating his cash balance has gone up to Rs 33 lakh from the Rs 8 lakh he had in the bank in 2008. Not much else has changed in his agricultural and non-agricultural property after he assumed office. Yeddyurappa is clearly setting a precedent in land return, but it might just be too little too late for south India's only BJP chief minister.

BANGALORE: BJP national president Nitin Gadkari on Monday accused the petroleum lobby of creating hurdles in promoting biofuels in the country.


Addressing a twoday national conference on effective implementation of biofuel programmes organised by BJP's BioEnergy Cell here on Monday, Gadkari said that though the biofuel policy was brought in in 2009, its implementation is being impeded due to the strong petroleum lobby.

"We need to overcome this and promote biofuels in a big way keeping in mind the employment opportunities this sector offers to rural youth," Gadkari said, adding that this sector had the potential of creating around two crore jobs in rural areas.

He said that the BJP would raise this issue in Parliament and demand for effective implementation of the biofuel policy. "I will also meet Prime Minister Manmohan Singh in this regard," Gadkari added.

In addition to the petroleum lobby, liquor lobby was also working overtime to suppress the growth of biofuels as they fear that the excess production of ethanol would result in less molasses, which in turn would hamper the production of Indianmade foreign liquor, he added.

He also hailed the state government's initiatives in encouraging biofuel production. "Setting up of biofuel parks and motivating farmers to grow biofuel crops are commendable steps," Gadkari said, while appealing to Chief Minister B S Yeddyurappa to provide some grants for establishing biofuel plants in rural areas.

Yeddyurappa said from this monsoon one lakh hectares of wasteland in the state will be used to grow biofuel crops like honge, jatropha and neem by the farmers and they will be given a grant of `5,000 for the purpose.

He said enough budgetary allocation will be made for production of biofuel by setting up biofuel parks and also encouraging entrepreneurs who are into its production.

"I hope to bring 35,000 hectares in the state under bio fuel production besides encouraging universities and colleges to take research and development in the field of biofuel",Yeddyurappa said.

He said the state was producing 35 million litres of ethanol annually and was supplying it to many firms outside the state. Karnataka State Road Transport Corporation has been very successful in its experimentation with biodiesel and 20,000 KSRTC buses are running on biofuel, Yeddyurappa said.
