Praja Rajyam Party (PRP) merged with Congress. Its founder President and matinee idol Chiranjivi announced in Delhi after meeting Sonia Gandhi that his party’s merger with Congress was unconditional. What is remarkable in this development is that he and Congress preferred merger and not an alliance between the two parties. Both the parties had alternative courses open to them. PRP could have, for instance, undertaken to extend ‘issue based support’ to the Congress ministry with the assurance that it would bail out the Kiran Kumar Reddy government in the event of a threat to its survival. They could have, alternatively, agreed upon and announced a formal alliance. PRP could have pledged support to the Congress ministry in the state in the event of a revolt by the legislators loyal to YS Rajasekhar Reddy’s son, Jagan. That would have conformed to the old model of ‘extending support from outside’. It could have chosen to join the Ministry, a la ‘supporting from inside,’ another old and time-tested model. That would have given PRP its reward for the support and also given the much wanted peace of mind to the Congress High Command. While implications of an alliance between the two parties would have been broadly predictable, merger is likely to throw up some political uncertainties and a different kind of social dynamics in the state. It gives rise to an entirely new set of challenges and opportunities for both the parties to the deal. Benefit to the Congress is immediate and obvious as Chiranjjivi walks in with at least 15 MLAs. That is a dependable insurance policy for it against any threat to its wafer thin majority in the Assembly. Congress ministry in the state can for the time being breathe easy. With Chiranjivi joining its ranks, Congress will have a crowd puller in its stable. The party at present lacks a charismatic face in the state. But it may not be able to take full advantage of this as the intra-party machinations will cut Chiranjivi down to size. If one plus one were two in politics too as it is in arithmetic, Congress would be an invincible force in the state with the addition of nearly 17 per cent votes polled by PRP in the last general elections. But vote banks do not add up like dead fish on the ground. What PRP brings to Congress in terms of vote bank is at best uncertain. For PRP does not continue to carry that vote bank with it any more. That PRP has no consolidated vote bank is clear from its performance in the subsequent Assembly by-elections as well as polls to the local bodies. Congress strategists might have calculated that PRP will bring in a large chunk of Kapu vote bank with it to their party. But that again is uncertain. Kapus in the Coastal and Rayalaseema districts have not shown a uniform political loyalty even during the glorious days of PRP. The party’s disappointing performance in the Godavari districts, where Kapus are a formidable part of the electorate, is a fact that cannot be ignored. It must be remembered that Chiranjivi had himself lost in a constituency where Kapus hold sway. There is another downside for the Congress in the Coastal districts. The OBCs within the Congress are likely to resent the rise of Kapu political clout in the party. Telugu Desam could be a beneficiary of this resentment. The challenge to the Congress is to take advantage of the PRP rank and file without alienating the social alliance that stood by it during the last elections. The immediate benefit to Chiranjivi and his aides is that they are relieved of the burden of running a clueless rat-tag of an organization. Of late it is increasingly becoming clear that the PRP legislators are seen more in the company of Congress leaders than with their own party president. Because of lack of political drive, responding to the day to day issues too was becoming a visible strain to the party functionaries and leaders. The party’s district and local offices were shut down long ago. Even the State-level office was barely functional. Several attempts to put a structure in place and make it pursue a political agenda did not prove successful. As part of the deal, some of his MLAs can join the Kiran Kumar Reddy’s ministry, some of his loyalists may be sent to the Legislative Council, and if the Congress High Command concedes, a Rajya Sabha nomination to a trusted aide cannot be ruled out. While these are the immediate political dividends, the long term benefits to Chiranjivi and his followers in their journey depend on their political footwork. The Congress demands a totally different kind of political skill set. Those who came into PRP from the Congress stable may adjust to it. But those who came in from the TDP and other outfits may find it difficult at this stage of their careers. With some deftness, Chiranjivi can leverage his standing among the Kapus and their sub-castes, his cine image to derive political advantage and become a rallying point for non-Reddys within the Congress. That has the potential to lead to a social churning in the state Congress. But he lacks the kind of political skills that can make him go places in the Congress set-up. The footwork that Congress culture demands can wear him out sooner than later. The gains to Chiranjivi seem to be temporary and insubstantial. However, implications of PRP’s winding up are going to be far reaching and debilitating to serious and alternative political discourse in the state . In future, anybody who attempts to create a political platform for ‘Change’ and ‘Social Justice’ will be viewed with suspicion. They will be hard pressed to convince that they too won’t go the Chiranjivi way. |
