Cong yes, UPA no to Telangana?

The Congress central leadership is believed to have found a way to wriggle out of the Telangana tangle. While pledging its support to the demand for separate Telangana state, it may cite âcoalition compulsionsâ as the reason for not introducing a bill on bifurcating the state.

The ruling party is likely to point out that its key coalition partners NCP, Trinamool Congress and DMK are opposed to formation of Telangana on the ground that it may trigger similar demands in their respective states.

The Congress is said to have formulated a strategy aimed at having best of both worlds. It is keen on satisfying Telangana protagonists within and outside the party by coming out in favour of the statehood demand while at the same time pursuing the sixth option suggested by Justice BN Srikrishna Committee envisaging maintaining united AP with statutory powers to Telangana Regional Council.

It may take the position that granting statehood may not be possible given the coalition compulsions but could be done only when the party gets majority on its own at the Centre. A similar line was followed by BJP-led NDA when it did not take initiative on Telangana despite being favourably inclined towards it, citing the opposition from crucial partners like TDP.

The party may articulate this position during the next round of all-party meeting to be convened in Delhi by Union Home Minister P Chidambaram.

Spy Report: PM, FM Opposed To Telangana

It is now more or less decided. The Centre will not grant separate statehood for Telangana. And the main hurdles for taking a positive decision are none other than Prime Minister Dr Manmohan Singh and finance minister Pranab Mukherjee.

According to reliable sources from New Delhi, the Prime Minister told a group of MPs from Telangana that the Centre was not in favour of separate statehood not because there is no Telangana sentiment, but because there is every possibility of Maoists taking advantage of the smaller state and increase their strength. âWe have to take a decision in the larger interest of the nation, not the sentiments of the people in a particular region,â he is believed to have told the MPs.

That means, the Centre is going by the report submitted by Governor E S L Narasimhan against the formation of Telangana and also that of the Srikrishna Committee which was given to the Home Minister P Chidambaram in a sealed cover. Ironically, the Centre has lost its faith in its own ability to tackle the Maoist problem.
